Deadline for Receipt of Questions: September 4, 2026, at 16:00 Local Time

Q 1. For a Morocco-based offeror that is not currently registered in SAM and does not yet hold an

NCAGE/CAGE code and/or UEI, would proof that the registration process is underway be acceptable with the proposal in the event that the relevant identifier(s) cannot be obtained before the proposal submission deadline?

A 2. Please refer to clause 52.204-90 OFFEROR IDENTIFICATION (JAN 2026) page 12 of the solicitation

Q 2. Section 2.3.c refers to coordinating logistical arrangements for “other events organized by the

U.S. Mission” in Rabat. Are any additional activities currently anticipated beyond the National

Training Center and FRMF institutional engagements? If so, could you please indicate their approximate scope, duration and expected attendance for pricing purposes?

A 2. No additional activities are currently anticipated beyond the National Training Center visit and

FRMF institutional engagements. Should minor additional engagements be added, they would remain within the same general timeframe and would not materially increase the contractor’s level of effort.

Participant Management

Q 3. Will the U.S. Mission and/or its partner organizations identify and recruit participants for the

Train-the-Trainer Workshop, World Cup-Themed Youth Soccer Festival, Regional Youth Clinics and

Public Talk, with the contractor responsible for registration, communications and on-site coordination only? If participant recruitment is expected from the contractor for any activity, could you please specify which activities and the expected participant profiles and targets?

A 3. The U.S. Mission and/or its designated partners will identify and recruit participants for all program activities. The contractor is responsible for participant registration, confirmation/communications, attendance tracking, and on-site coordination only.

Casablanca - Train-the-Trainer Workshop

Q 4. Regarding the Mission-approved printed materials required for the workshop, could you please clarify the expected type of materials, approximate formats, number of pages and quantities to be produced?

A 4. The contractor should plan for up to 35 participant packets, including an agenda, Sports Envoy bios, and Mission-provided/approved training handouts, plus notepads, pens, name badges/lanyards, and certificates.

Q 5. For catering purposes, could you please provide an estimated total headcount for lunch and refreshments, including participating coaches, the two Sports Envoys, interpreters, Mission representatives and any other event staff to be covered by the contractor?

A 5. Please plan for a maximum of approximately 45 persons, including 35 coaches, two Sports

Envoys, one interpreter, and U.S. Mission/program staff. Catering should include lunch, bottled water, coffee/tea, juice/soft drinks, and a snack.

Casablanca - World Cup-Themed Youth Soccer Festival

Q 6. Could you please confirm the expected number of referees and/or facilitators to be provided by the contractor?

A 6. The contractor should plan to provide a minimum of four qualified soccer referees/facilitators for the festival.

Q 7. Regarding the mini-tailgate experience and the required two to three fan-engagement activities/games, is the contractor expected to propose and develop the activation concept and activities as part of the technical offer, or will these activities be defined by the U.S. Mission after award? he U.S. Mission will determine/approve the overall concept and activities. The contractor is not expected to develop the programmatic concept as part of its technical offer, but should provide the equipment, setup, and logistical support for 2–3 simple fan-engagement games/activities approved by the Mission.

A 7. Yes. The contractor is expected to propose, organize, and execute a mini-tailgate concept as part of its technical offer. The concept should reflect U.S. sports and soccer culture and include 2–3 simple fan-engagement activities/games, along with the proposed setup, equipment, decorations, and other logistical requirements. The proposed concept and all associated activities, branding, and materials will be subject to U.S. Mission review and approval prior to implementation.

Q 8. Given the physical nature of the soccer festival and the participation of minors, is any medical presence, first responder, ambulance or similar medical coverage required in addition to basic first-aid provisions?

A 8. In addition to basic first-aid supplies, the contractor should ensure on-site first-aid/medical support appropriate for a youth sporting event. A dedicated ambulance is not currently required unless required by the venue or applicable local regulations.

Rabat - Institutional Engagements

Q 9. Will the U.S. Mission arrange and confirm the institutional appointments and access with the

National Training Center and FRMF, with the contractor responsible for scheduling coordination and logistics, or is the contractor expected to secure these engagements directly? A 9. The U.S. Mission will arrange and confirm the institutional engagements. The contractor will be responsible for related scheduling coordination, transportation, and logistical support.

Regional Youth Clinics - Chefchaouen and Tangier

Q 10. For youth participants aged 12-18, will parental consent forms, participation waivers, safeguarding requirements and image/photo/video authorizations be managed by the U.S. Mission and/or partner organizations, or should these items be included within the contractor’s responsibilities? The U.S. Mission and/or designated partner organizations will manage parental consent, participation authorization, safeguarding requirements, and photo/video permissions.

A 10. The contractor may be asked to assist administratively with collecting or tracking documentation but will not develop these requirements. The contractor will be responsible for managing all required parental consent forms, participation waivers/authorizations, safeguarding documentation, and photo/video release authorizations for participants under 18. This includes preparing the required forms, distributing them to parents/legal guardians, collecting completed and signed forms prior to participation, verifying completion, maintaining organized records, and providing copies or documentation to the U.S. Mission upon request. Any forms, language, or procedures used for these purposes must be reviewed and approved by the U.S. Mission prior to distribution.

Photography, Videography and Content Deliverables

Q 11. Section 5 requires professional photography and videography services and delivery of edited files within five business days of “each event,” while detailed photography and videography requirements are explicitly outlined under the Tangier Public Talk. Could you please confirm whether professional photography and videography coverage is required for all program activities, or only for selected events? Professional photography is expected for the major program activities, including the Train-the-Trainer, World Cup festival, regional clinics, and Tangier public talk. Professional videography should focus primarily on the World Cup festival and Tangier public talk, unless otherwise directed by the U.S. Mission.

A 11. Photo/video coverage: Yes. Professional photography and videography are required for all major program activities

Q 12. If photography and videography are required for multiple events, could you please indicate the expected number of edited short-form videos per event?

A 12. The contractor should provide a minimum of one edited short-form video (approximately 30–60 seconds) for each major program activity, suitable for U.S. Mission social media use. For the World

Cup-Themed Youth Soccer Festival, the contractor should provide a minimum of three edited short-form videos (30–60 seconds each). All raw video footage should also be provided to the U.S. Mission.

Media Relations, Communications and Social Media

Q 13. Section 5 states that the contractor shall “manage logistics for media engagements and social media coverage.” Could you please clarify the expected scope of the contractor’s media responsibilities?

Specifically, is the contractor expected only to provide logistical support for journalists and media representatives identified or invited by the U.S. Mission, or should the contractor also provide media outreach, journalist identification and invitations, confirmation follow-up, press materials, interview coordination and post-event media coverage follow-up?

A 13. The contractor's responsibility is primarily logistical support for media engagement. The U.S.

Mission will determine media strategy and key messaging. The contractor should support journalist invitations/confirmations when requested, registration, access, interview scheduling, and on-site media logistics. The contractor is not responsible for independently developing press messaging or a media strategy.

Q 14. If proactive media outreach is required, for which program activities should it be conducted?

A 14. Not required

Q 15. Could you also clarify what is expected under “social media coverage”? More specifically, should the contractor develop and implement a broader communication and social media activation before, during and after the events, or is the contractor’s responsibility limited to producing and delivering photo/video content and raw footage for use by the U.S. Mission?

A 15. The contractor is not expected to develop or implement an independent social media campaign.

The contractor's responsibility is to produce and deliver the required professional photo/video content and raw footage for U.S. Mission use and provide logistical support for Embassy communications personnel covering the activities.

Branding, Signage and Printed Production

Q 16. Will the U.S. Mission provide final branding guidelines, logos, key messages and artwork/templates for banners, backdrops, signage, badges and other branded materials, with the contractor responsible for adaptation and production, or should graphic design services also be included in the contractor’s scope?

A 16. The U.S. Mission will provide branding guidance, logos, key messages, and required content.

The contractor should include basic graphic design/adaptation and production services necessary to prepare banners, backdrops, signage, badges, and related materials for Mission approval before production.

Transportation and Travel Logistics

Q 17. Section 4 requires all in-country transportation for the Envoys and “related staff.” Could you please provide the estimated total number of people the contractor should plan to transport throughout the program in order to correctly determine vehicle capacity?

A 17. For pricing purposes, vendors should plan transportation for the two Sports Envoys plus up to 3

U.S. Mission/program staff, for a maximum traveling group of approximately 5 persons, with adequate space for luggage and program materials.

Q 18. Should transportation services include all daily local transfers, such as hotel-to-venue, venue-to-hotel and transfers between activities, in addition to the intercity transportation specified in the schedule?

A 18 Yes. Transportation should include all required daily local transfers, including hotel-to-venue, venue-to-hotel, between activities, and the intercity transportation identified in the schedule.

Q 19. Are airport arrival and departure transfers for the Sports Envoys part of the contractor’s transportation responsibilities?

A 19 Yes. The contractor should include airport arrival and departure transfers for the two Sports

Envoys as part of the transportation requirement.

Security Requirements

Q 20. Is a dedicated security service, access-control team or crowd-management personnel expected for any of the program activities, particularly the World Cup-Themed Youth Soccer Festival and the

Public Talk?

A 20. A dedicated security service is not currently anticipated. The contractor should provide sufficient event staffing/access-control support to manage registration, participant flow, and venue access, particularly for the World Cup festival and public talk.

Q 21. Could the Embassy confirm whether an offeror may propose only the photography, videography and audiovisual components, or whether the Embassy intends to procure them separately in the future?

A 21. The offeror shall submit its proposal in accordance with the requirements and instructions set forth in the solicitation. The Embassy does not intend to procure the photography, videography, or audiovisual components separately.
