About this file
This document is a Questions and Answers (Q&A) amendment for a solicitation (PR15768425) for interpreter services in Tiflet, Morocco from January 26 to February 6, 2026. The U.S. Embassy in Rabat requires six professional interpreters: two English↔Portuguese, two English↔French, and two English↔Arabic, who will provide simultaneous interpretation services continuously from 8:00 AM to 5:30 PM. The contract includes extensive technical requirements such as three double soundproof booths, 45 mobile headsets with four language channels, 16 conference/static microphones, three portable microphones, and two lapel microphones.
Key specifications include that interpreters must accompany officers during site visits, arrange their own transportation to Tiflet, and be prepared to work for 10 full days. All interpretation equipment must be contractor-furnished, and the contractor must transport equipment between locations. No subcontracting is permitted, and no background checks or security screenings are required, though interpreters must provide IDs after the purchase order is issued. There are no fees associated with using interpretation equipment in DGAPR facilities, and DGAPR will provide access for participants, instructors, and interpreters to correctional facilities.

Q&A - PR15768425 - INL-6 Interpreters in Tiflet – January 26-February 6, Q1: Are the six (6) interpreters expected to accompany the officers during their site visits?
A1: Yes.
Q2: Please confirm whether pricing should cover six (6) interpreters for the equivalent of ten (10) days of support.
A2: Yes. The service requested is to have 6 interpreters for 10 days.
Q3: Should we include travel costs/allowance for transportation from Rabat to Tiflet, or will transportation be provided?
A3: No transportation will be provided. Travel costs should be included in the quote. Interpreters should arrange for their own transportation so that they are in Tiflet and other sites on time according to schedule.
Q4: Could you please confirm that your requirements are as follows: six (6) interpreters to provide simultaneous interpreting services for ten (10) days, from
January 26 to February 6, 2026, including two (2) English ↔ Portuguese interpreters, two (2) English ↔ French interpreters, and two (2) English ↔ Arabic interpreters, as well as the following equipment: three (3) double soundproof booths, forty-five (45) mobile headsets, sixteen (16) conference/static microphones, three
(3) portable microphones, and two (2) lapel microphones?
A4: The Embassy of the United States of America in Rabat confirms all the requirements above. The mobile headsets must have four (4) channels to provide for four languages. For the booth where the two (2) English ↔
Portuguese interpreters will sit, the vendor needs to provide an additional microphone that will allow the other interpreters in the other two booths to hear the English language (when the interpreter is interpreting from Portuguese to
English) so that they interpret for the Arabic and French audience.
Q5: We would like your confirmation that you will need the 3 double soundproof booths for the 10 days.
A5: Yes. The Embassy of the United States of America in Rabat needs the 3 double soundproof booths for the 10 days.
Q6: We would like to request clarification on whether the use of subcontractors is permitted for this requirement. We have a team based in Morocco.
A6: Sub-Contracting and Co-Venturing are not permitted. The contractor must submit their quotes as the Prime Contractor and remain as the sole and
Prime Contractor throughout the entirety of the services.
Q7: Please confirm the required language combinations and directionality (e.g., English↔Arabic, English↔French, English↔Portuguese), and whether all four languages must be interpreted simultaneously at all times.
A7: Yes. All languages must be interpreted simultaneously at all times. For the language directionality, all participants must be able to hear their language through the appropriate channel on their headsets. For the booth where the two
(2) English ↔ Portuguese interpreters will sit, the vendor needs to provide an additional microphone that will allow the other interpreters in the other two booths to hear the English language (when the interpreter is interpreting from
Portuguese to English) so that they interpret for the Arabic and French audiences.
Q8: Please confirm whether interpretation services are required continuously throughout the full classroom hours from 8:00 AM to 5:30 PM, or only during designated instructional periods.
A8: Interpretation services are required continuously from 8:00 AM to 5:30
PM.
Q9: Please confirm whether all interpretation equipment listed in the SOW is
Contractor-furnished, or whether any equipment will be provided by the
Government or DGAPR.
A9: All interpretation equipment listed in the SOW is Contractor-furnished.
Q10: Please confirm whether the Contractor is responsible for transporting interpretation equipment between all locations, including intercity travel to
Marrakesh and Casablanca.
A10: Yes.
Q11: Are interpreters subject to background checks, security screenings, or pre-approval by DGAPR or other authorities for access to correctional facilities?
A11: No background checks or security screenings are needed. Interpreters and sound technicians need to provide their IDs to INL after the purchase order is issued to the awardee. DGAPR requests access for participants, instructors, and interpreters to be allowed into correctional facilities.
Q12: Please clarify whether the requirement for forty-five (45) headsets applies collectively to both classroom instruction and site visits/graduation events, or whether forty-five (45) headsets are required separately for each segment of performance.
A12: The classroom setting requires 45 headsets that are linked to the booth sound system; whereas, the site visits/graduation events require mobile headsets (45).
Q13: Please clarify whether the permissions provided by DGAPR for the use of interpretation equipment at the listed venues include all associated fees or charges, or if any permit, access, or usage fees may be the responsibility of the Contractor.
A13: There are no fees associated with the use of interpretation equipment inside DGAPR facilities or the sites to visit.
