About this file

This is a Questions and Answers document for Solicitation 19LG7526Q0001, a boiler replacement project at the U.S. Embassy in Riga, Latvia. The solicitation seeks contractor services to replace heating boilers with a nominal thermal output of 630 kW per unit, floor-standing steel construction with reverse-flame configuration, and dual-fuel capability (natural gas and light oil). The boilers must achieve guaranteed thermal efficiency of ≥92% at nominal conditions, meet EU standards for emissions and equipment specifications, and comply with low-NOx class 3 on gas and class 2 on light oil. The project scope includes redesign of the heating system from the boilers through secondary pressure pumps, installation of a Building Automation System (BAS) using Modbus TCP protocol to control the boiler room and mechanical room sensors, electrical work performed to U.S. standards with conduit installation, adjustment of gas lines and pressure regulators, replacement of flue pipes as needed, installation of primary and secondary pumps controlled by Variable Frequency Drive (VFD), and piping sized according to heating system parameters. Boilers and spare parts must be readily available on the local market and serviceable by local companies.

The submittal deadline is March 18, 2026 by 2:00 p.m. (Riga time). Required submissions include completed SF-1442 forms, pricing (Section B), English-speaking manager point of contact, evidence of established business in Latvia, licenses and certifications, financial resources documentation, insurance certificate, references for similar services over the past three years, performance schedule/work plan in bar chart format, boiler technical specifications, list of subcontractors and material suppliers, and FAR representations and certifications regarding telecommunications equipment. The project is expected to begin in June 2026 with approximately one month required for award issuance and security clearance processing (10-14 days typical). The work must be completed within 60 days of start. Local insurance is required; the post holds a DBA insurance waiver. The boilers must operate in cascade mode with weekly switching of the lead boiler. Proposals may be submitted by a registered company with qualifying documents provided for subcontractors, but insurance, bonds, invoices, and managerial responsibilities must come from the primary contractor.

Questions & Answers Solicitation for Boiler Replacement Services, Riga, Latvia

19LG7526Q0001

Question 1: What kind of insurance needed, local or DBA.

Answer: Local insurance is required. Our post has a DBA insurance waiver.

Question 2: When should we start the installation work?

Answer: It may take approximately one month to issue the award. The timeline will also depend on how quickly the security clearance is completed, which typically takes between ten days and two weeks. At this time, it appears that the project would begin in June. The project must be completed within 60 days.

Question 3: What kind of BAS system would we prefer and what this BAS would control?

Answer: The government does not require a particular brand BAS for the boiler room. BAS will serve only for controlling/supervising the boiler room and the sensors installed in the mechanical room and it will give the signal to the building BAS stating setpoints and actual readings. The boiler room BAS will operate independently and will not be controlled by the main building BAS.

Question 4: What BAS system protocol should be used?

Answer: Modbus TCP protocol should be used.

Question 5: Where would be the designing border?

Answer: The heating system from the boilers to the secondary pump pressure lines is the redesigning margin. In other words, we are redesigning from the boilers through the secondary pressure pumps.

Question 6: What is the size and location of breakers?

Answer: There are 25-amp, three-phase breakers supplying power to the boilers. The remaining equipment is fed from a separate panel. The panels are located to the left of the boilers.

Question 7: According to which standard should the electrical work be performed?

Answer: All wiring shall be installed in conduits in accordance with U.S. standards. The Embassy will provide the necessary materials and, if required, training on the proper use, bending, and installation of conduits.

Question 8: What boiler standards are we looking for?

Answer: We are looking for EU standards. It is also essential that the boilers and their spare parts are readily available on the market and can be maintained by local companies.

Question 9: What kind of burner are we looking for?

Answer: A modular burner with electrical pilot flame ignition is required.

Question 10: Gas line

Answer: The contractor will need to adjust the gas lines according to new boiler connection location, pressure and other parameters. The pressure regulator, pressure gauge, and other parts should be replaced, if needed.

Question 11: Flue pipe

Answer: The flue pipe should be replaced if needed, based on the boiler flue pipe diameter and location.

Question 12: Pumps

Answer: Primary and secondary pumps should be available locally and serviceable by local companies. They should be controlled by Variable Frequency Drive (VFD).

Question 13: Piping

Answer: The size of the piping should be calculated by the company according to the heating system parameters.

Question 14: We kindly request the following documents:

1. Boiler room as-built drawings

2. Photos of the existing boilers and other equipment

3. Site visit photos

Answer: Our security regulations preclude us from providing photos or posting as-built drawings on a public website, which is why we hosted a site visit..

Question 15: Can you please send the whole boiler plant`s P&ID diagram of Mechanical systems ? On P&ID it would be good if You could mark the borders of reconstruction.

Answer: Our security regulations preclude us from providing photos or posting detailed systems diagrams on a public website. Please see the below abbreviated diagram, which is all we can provide at this time.

Question 16: To what norms should one stick concerning flue gas emissions - EU or USA?

Answer: EU

Question 17: Will the boilers work in a cascade mode or separately?

Answer: They should operate in cascade mode, switching the lead boiler weekly.

Question 18: We advise you to change the chimneys amidst all the boiler-plant`s reconstruction.

Answer: You may include this in your proposal, depending on the Boiler specification. We do not exclude or prohibit such operations.

Question 19: Please specify - to whom do we turn with all the questions- to potential general contractor , in our case MEPTEK, or straight to the EMBASSY ? < Riga- ProcurementSection@state.gov> ?

Answer: This detail should be worked out with your primary contractor. At the kick-off meeting, we will establish standard operating procedures for questions that arise.

Question 20: When is the deadline for those Submittals as below -

Answer: The deadline for the listed submittals is March 18, 2026 by 2 p.m. (14:00 Riga time).

Question 21: My question is, if we submit proposal on behalf of XXX, which is registered entity, but all qualifying documents will be submitted about the sub-contractor. Should it work like that?

Answer: Yes, the proposal can be submitted by company XXX. Qualifying documents may be provided for the subcontractors; however, insurance, bonds, invoices, points of contact, and other managerial responsibilities must come from company XXX.
