About this file
This is Amendment 0001 to Solicitation 19L16026Q0005, issued by the American Embassy Monrovia on June 16, 2026, providing clarifications to questions submitted in response to the original solicitation dated April 19, 2026. The amendment addresses 25 questions regarding scope of work, specifications, and contractor qualifications for renovation work at the embassy facility.
Key scope clarifications include: site layout and preparation are included; the contractor must provide air conditioning units; only removal of roller gates is required, not replacement; the wooden patio will be replaced with similar wooden material rather than concrete; the water tank system and doors will not be replaced; the entire kitchen setup shall be replaced; bathroom wall tiles will be changed; stair tiles will not be changed; and the water heater is excluded from scope. Full ceiling replacement is required throughout the facility, and full exterior painting including façade painting is required. The contractor is responsible for repairing masonry cracks and filling holes created by electrical and plumbing work. Aluminum handrails on stairs require cleaning and painting only. Regarding qualifications, contractors may utilize subcontractor certifications where applicable; banks and sureties must be registered under Liberia's Central Bank; and Builders' Risk insurance must be from firms registered under the Central Bank of Liberia with Employer's Liability coverage from Department of Labor-approved providers. No separate bid guarantee is required at submission, but contractors must provide evidence that a performance bond (50% of contract price during performance, reduced to 10% post-completion) will be issued upon award.

Amendment of Solicitation# 19L16026Q0005
The purpose of this solicitation amendment is as follows:
A. Provide answers to various questions submitted in response to the original solicitation, as outline below:
1. Is the site layout/preparation part of the contract?
Ans: Yes
2. Whose responsibility is to provide the AC?
Ans: The contractor
3. Are the roller gates included in the contract?
Ans: Only the removal of roller gates is required, not its replacement.
4. Are we going to replace the wooden patio with concrete?
Ans: No, the wooden patio will be replaced with similar wooden material.
5. Are we repairing the water tank system?
Ans: No
6. Will the doors be replaced?
7. Will the kitchen setup be changed?
Ans: Yes, the entire kitchen setup shall be replaced.
8. Will the stairs tiles be changed?
9. Will the water heater be part of the scope?
10. Will bathrooms wall tiles be changed?
Ans: Yes
11. For Volume III (1) and (7), if we are engaging a Liberia-based general contractor as our prime subcontractor, would their certifications suffice?
Ans: The alternative to (1) is stated under (2), accordingly. For (7), as prime contractor, you may utilize the certification/capabilities of your sub-contractor as applicable.
12. For Volume III (4) is it possible to use equivalent evidence from our Canadian-based bank/surety?
Ans: Bank must be registered under the Central Bank of Liberia.
13. For Volume III (6) would Builders' Risk insurance from a Canadian insurance provider suffice?
Ans: Local insurance must be from a firm registered under the Central Bank of
Liberia, and DBA coverage covered by a firm on the Department of Labor’s approved list.
14. Item 13.B of the Standard Form 1442 states that an offer guarantee is required; however, Attachment #1 – Sample Letter of Bank Guaranty is titled “Performance and Guaranty” and its language refers exclusively to post-award performance obligations (50% of contract price during performance, reduced to 10% during the guaranty period). No separate bid/offer guarantee template or value is provided in the solicitation package. Kindly confirm: (a) whether a bid/offer guarantee is required at the time of quotation submission; (b) if so, the required amount or the basis for calculating it; and (c) whether the Sample Letter in Attachment #1 is intended to serve as the bid guarantee format, or whether a separate format applies.
Ans: The actual performance guarantee is not required prior to award; however, the solicitation requires evidence/proof that a bond will be issued, if and when a contract is awarded, in line with the provisions outlined in the “sample guarantee letter”. The
“sample guarantee letter” is intended to establish the goals and requirements of the performance bond, not necessarily the outline of the written instrument.
15. The Painting section of the Statement of Work (Section B) specifies interior and exterior painting as part of the scope. However, it is not clear from the drawings or the specifications whether exterior painting of the façade is included in the current contract scope. Please confirm whether exterior paint is required under this contract and, if so, indicate the areas/elevations to be painted and the applicable surface preparation and coating specifications.
Ans: Yes, full exterior painting is required, and the exterior painting of the façade should be included as a part of the exterior painting.
16. The plumbing drawings (Sheet PW-103/PW-104) show an existing ground water tank and water pump. The Statement of Work references plumbing upgrade and replacement of old plumbing systems, but neither the drawings nor the specifications include an explicit requirement for the supply and installation of a new water pumping system. Please confirm whether the supply and installation of a water pumping system , including all associated electrical and mechanical connections , is within the scope of this contract, and if so, provide the required pump capacity, head, and any applicable technical specifications.
Ans: The facility does not require a water pumping system.
17. The kitchen drawing (Sheet A-101) shows a sink location at the kitchen counter, and the specifications reference stainless steel or brass fixtures.
However, the plumbing specifications do not explicitly include a stainless steel kitchen sink as a supply-and-install item. Please confirm whether the supply and installation of a stainless steel kitchen sink is required under this contract, and if so, provide the required size, configuration
(single/double bowl), and any applicable product standard.
Ans: The entire kitchen setup shall be replaced.
18. The kitchen drawing (Sheet A-101) depicts a mixer tap at the kitchen counter. The plumbing specifications reference brass or stainless-steel fixtures for durability, but no specific mixer tap is explicitly called out in the specifications or drawings. Please confirm whether the supply and installation of a kitchen counter mixer tap is within the scope of this contract and, if so, specify the required type, finish, and any applicable product standard.
Ans: The entire kitchen setup shall be replaced.
19. The carpentry specifications state that kitchen cabinets shall be inspected and repaired where feasible, or replaced where damaged beyond repair.
The extent of repair or replacement cannot be determined without a site inspection of the existing cabinets. Kindly either arrange a site visit to allow to assess the current condition of the kitchen cabinets, or provide confirmation of the expected scope (repair only, partial replacement, or full replacement) together with any available photographic documentation of the existing condition, so that an accurate allowance can be included in the offer.
Ans: Replacement of the entire kitchen is required. A separate site visit is not required.
20. The carpentry specifications (Section B) state that ceiling works include the removal and replacement of damaged or deteriorated ceiling materials. It is unclear whether the existing gypsum board ceilings throughout the duplex are to be fully dismantled or only selectively removed in areas affected by electrical and mechanical works. Please confirm whether a full dismantling of the existing gypsum board ceiling is required and if only partial removal is intended, identify the specific areas or rooms where dismantling applies.
Ans: Full ceiling replacement is required.
21. The carpentry specifications and the ceiling/kitchen drawings indicate that new gypsum board ceilings are to be installed where required.
However, the scope and extent of the new ceiling installation are not fully defined in the drawings or specifications. Please confirm the total area of new gypsum board ceiling to be supplied and installed, whether this applies to all rooms or only to areas where the existing ceiling is removed;
and any specific ceiling height, grid layout, or finishing requirements per room, as indicated in the drawings.
Ans: Full ceiling replacement is required.
22. The carpentry specifications reference hardwood/engineered wood for doors and frames with stainless steel or brass hinges, and the drawings appear to indicate door locations; however, the Door Schedule does not confirm whether existing doors are to be retained and refurbished or fully replaced with new units. Please confirm whether new doors are required throughout the duplex or only in specific locations, the total quantity, type (solid/hollow core, interior/exterior), and dimensions of doors to be supplied; and whether ironmongery (locks, handles, hinges) is included in the supply.
Ans: Doors are not covered
23. The masonry specifications call for wall repairs using OPC 43/53 or
Portland Pozzolana Cement, non-shrink grout, and well-graded sand. The nature and extent of wall repairs (e.g., crack injection, render replacement, structural repair) cannot be determined without an inspection of the existing wall conditions. Kindly either arrange a site visit to allow the Contractor to assess the existing wall conditions and determine the repair scope, or provide written confirmation of the expected scope of wall repairs (areas affected, defect types, repair method) together with any available photographic or survey documentation, so that an accurate and compliant price can be submitted.
Ans: The walls do not require any structural repairs. Vendors will be responsible to repair all masonry cracks and fill holes created on walls as a result of their electrical and plumbing rough-in.
24. Upon review of the RFQ documents, we could not identify any specific requirement indicating that the existing master bedroom doors are to be replaced with security-grade doors. However, this requirement was mentioned during the site visit.
Kindly confirm whether the master bedroom doors are required to be replaced with security-grade doors, and if so, please provide the required specifications.
Ans: Doors are not inclusive in the RFQ.
25. We could not identify any requirement within the RFQ documents indicating that the existing outdoor stairs and handrails are to be replaced with aluminum-type stairs/handrails. However, this item was also mentioned during the site visit.
Kindly confirm whether full replacement with aluminum is required or whether repair/refurbishment of the existing stairs and handrails should be considered.
Ans: Vendors are to clean/paint the aluminum handrail on the stairs.
