About this file

This document is a Questions and Answers (Q&A) file for solicitation 19KZ1025Q0009, covering administrative services for American Spaces in Kazakhstan. The solicitation seeks a contractor to manage programming, coordinate events, and support eight American Corners across the country. Key requirements include hosting monthly thematic programs with 25-30 participants, organizing an America250 Celebration program, conducting in-country training for coordinators, and providing professional development opportunities. The contractor must design branded promotional materials using Embassy-provided logo templates and can procure items locally or import them, with no restrictions on item types.

The contract requires a program manager preferably based in Astana, Kazakhstan, who will oversee strategic planning and conduct occasional site visits. The Embassy will rely solely on written proposals for evaluation, with the award going to the lowest technically acceptable price. Coordinators will be staff of local partner host institutions (libraries), and the contractor must ensure at least one person is present in Kazakhstan to monitor administrative support. Past performance references from various sectors are acceptable, and the Embassy may contact references directly. The contract emphasizes in-person programming and requires the contractor to provide IT equipment for American Space coordinators.
