About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation for borehole drilling services in Kenya.

The solicitation requires drilling of a borehole to a total depth of 360 meters with a 360-meter sleeve/screen installation at the LOCHAB site in Runda, Kenya. The contractor must use Mild Steel Casing, Class B for all boreholes. Pricing is structured using a unit-rate table in Section A.1.2 with various depth thresholds up to 400 meters, with payment made for actual depths drilled. The contract includes aquifer testing (24 + 6 hours fixed), installation of a Grundfos MS6000 submersible pump system with rising main, water meter, and associated equipment. Quotations must be submitted in Kenya Shillings by August 19, 2026 at 10:00 a.m. East African Time, with no currency adjustments allowed under this firm-fixed-price contract. The exchange rate ruling at contract award will apply to any dollar-denominated items. The NAICS code is 237110 with no set-aside designation. The contract period is 30 actual construction working days commencing from the Notice to Proceed, with liquidated damages accruing from the date of construction completion per the agreed schedule. The contractor is responsible for all statutory compliance and fee payments attributable to drilling operations, while the U.S. Government will pay actual statutory fees directly through the U.S. Embassy. Water Resources Authority drilling authorization and abstraction permits will be obtained by the client, though the contractor must arrange water testing through WRA. A Letter of Bank Guaranty (Attachment 3) is required as the payment protection instrument. Technical specifications are contained in Appendices 1-8, with design assumptions based on a 300-meter depth that may extend to 360 meters based on site conditions.

NO QUESTION ANSWER REFERENCED SECTION

IN CONTRACT

1. 1. Casing Specification

We would also like to clarify that we do not supply or install heavy-duty casing. Our standard casing for this scope of work is

Mild Steel Casing, Class B for all boreholes drilled in the country. The quotation should therefore be revised to reflect this specification.

Kindly review and amend the quotation accordingly, particularly with regard to the drilling depth with casing quantities, and casing specification.

These clarifications are important to ensure that the technical scope is clearly defined before commencement of the works and to avoid misunderstandings or disputes arising from variations during execution.

Heavy duty refers to the already specified pipe (

Class B Mild steel.). This differentiates it from PVC, CPVC, HDPE alternatives that are NOT allowed for the contract.

2 J.A(2)–(3), p. 48; DOSAR 652.242-73(b), p.

J.A(2)–(3) place the Kenyan establishment and

NCA / NEMA / Water Resources Authority registration requirements on the offeror, while

652.242-73(b) provides that a subcontractor or joint venture partner actually performing the work agrees to the authorisation and licensing warranty. May a U.S.-registered offeror satisfy

J.A(2)–(3) through such a partner, and if so what evidence must accompany the quotation? If not, is a U.S. offeror eligible for award?

Per the solicitation requirements under Section J, the offeror shall demonstrate compliance with this section. The Offeror’s proposal will be evaluated in accordance with the provisions in the same section.

3 J.A(5), p. 48; J.B, p. 50; Section K, p. 52 Any submissions presented by the Offeror and performance history attributed to the sub-contractor

Will the past performance of the proposed

Kenyan drilling subcontractor be credited to the offeror for J.A(5) and for the FAR 9.1 responsibility determination?

will be reviewed on its own merit and will be used to evaluate performance of the main contractor.

4 A.1.2.1–A.1.2.4, pp. 9–10; Appendix 3, p. 70;

FAR 52.236-21, p. 30

Section A and Appendix 3 describe two different wells. Section A prices a 225 mm hole with 153 mm casing and 60 m of screen; Appendix 3 shows a Ø14" hole with

Ø16" surface casing, Ø10" casing and 12 m of screen, ending at 300 m. Total depth appears as 300 m (Appendix 3), 320 m

(A.1.2.4 casing), 360 m (A.1.2.1 heading) and 401 m (A.1.2.3 line items).

(a) Which document governs the design?

We request that one controlling design be issued by amendment before the quotation deadline.

(b) What is the design total depth?

(c) Will drilling be paid at the quoted unit rates for metres actually drilled, and is

A.1.2.3.F ("> 400.0m", qty 1) a provisional rate for additional depth?

(d) A.1.2.2.A specifies a hole opener "to the depth of 200 meters" but prices 24 m. Which applies?

(e) Is the surface casing 10" × 24 m (A.1.2.2.B) or Ø16" × minimum 20 m (Appendix 3)?

Total drilling depth – 360m, Total Sleeve/Screen depth – 360m.

Pricing table A.1.2 provides for quotes for various drilling depth thresholds to allow for variations during construction. The quoted pricing will be firm fixed for the unit price and payment will be made for actual depths drilled.

Appendix 3 design assumes

300 metre depth. However, based on the actual site conditions this drilling depth may extend to

360m.provided site conditions allow. The pricing table A1.2. allows for quotes up to the 400 metre depth.

5 A.1.2.6–A.1.2.7, p. 10; D.2.4, p. 15; FAR

52.243-4, p. 30

No acceptance yield, drawdown limit or water-quality standard is stated, and there is no dry-hole or abandonment provision, yet aquifer testing is priced as a fixed 24 + 6 hours.

(a) What results constitute satisfactory completion of the required tests and acceptance of the borehole?

(b) If the borehole is dry or falls below the criterion, how are the Contractor's costs treated under a firm-fixed-price contract?

(c) Is re-drilling at an alternative location within scope, or a change under 52.243-4?

The amount of water obtained from the drilling cannot be used as a criteria for drillers performance and therefore the contractor will be paid as per work performed, including test pumping procedure. This therefore doesn’t affect quotation.

Re-drilling is not in the scope of this contract if necessary a contract modification would need to be awarded before additional work can be performed.

6 A.1.2.2, p. 9; Appendix 3, p. 70; Appendix 6,

p. 74; FAR 52.236-3, p. 29

Are the "drilling consultant's documents" referred to at Appendix 6, or any hydrogeological or geophysical report or nearby borehole log for Runda, available for release?

Please also confirm the expected strata: the heading "Ground Sub-Surface Control under The

Swampy Conditions" appears inconsistent with the static water level of approximately 277 m shown on Appendix 3.

The consultants hydrological/geological report will be made available to the successful awardee.

All factors have been captured in the drilling design, including swamp conditions. The offeror is only expected to quote as per specifications provided.

The substrata control is incorporated in the design.

The surface has history of top surface marshy conditions indicating that we are in the vicinity of a swampy area. The A&E design and survey done, guides the drilling. The information that the area has swamp history only guides the driller to plan for appropriate rigging and mobilization.

7 A.1.2.8, pp. 10–11; Appendix 1, p. 68;

Appendix 7, pp. 75–76; Appendix 8, pp. 77–

80.

(a) Appendix 7 states the Grundfos MS6000 motor start method is direct-on-line, while

A.1.2.8.B and Appendix 8 specify an 18.5 kW panel with a star-delta starter recommended. A canned three-lead submersible motor cannot be star-delta started. Please confirm the starter type and the panel kW rating.

(b) Is the Grundfos SP 17-27 (Product No.

12A01927) a mandatory brand name, or will an equal delivering 17 m³/h at 222 m in AISI 304 with drinking-water approval be accepted?

(c) Is the rising main 2.5" (A.1.2.8.E) or DN50 /

2" (Appendix 1, item 03)? If the diameter is selected after award from test results, how is the difference priced under firm fixed price?

(d) Is the water meter contractor-furnished

(A.1.2.8.D) or provided by Nairobi Water

(Appendix 1, item 15)?

The controller for the pumping is specified under pricing section A.1.2.8 B therefore , the issue of DOL or Star Delta will be addressed by the controllers.

The brand is not mandatory, but the offeror shall demonstrate that the proposed pump is technically equivalent to the specified brand/make.

Any changes arising from the outcome of the pumping test is NOT for discussion at this stage. We shall work with what is specified.

8 Attachment 4, p. 66; J.D, p. 51; G.2.1, p. 22;

Attachment 4 requires the price total in Kenya

Shillings, while the magnitude, the insurance limits and the $500 per day liquidated damages are stated in U.S. dollars.

(a) In which currency must the quotation be submitted and the contract priced?

(b) If Kenya Shillings, what exchange rate applies to the stated magnitude and to liquidated damages?

(a) The quotation must be submitted in Kenya

Shillings, the contract will be quoted in the same currency.

(b) The exchange rate ruling at the time of contract award will apply.

(c) No adjustments are allowed under this type of contract.

(c) Is any adjustment available for currency fluctuation?

(d) Where award is to a U.S. entity, will payment still be made in local currency, and to what form of account?

(d) Provide a local currency account.

9 Attachment 4, p. 66; A.1.2, pp. 9–11.

May the Section A pricing table be mapped into the sixteen Attachment 4 divisions, with inapplicable divisions left blank? Which document controls in the event of a discrepancy?

Attachment 4 Divisions should be tailored to applicable line items and the total must match the total bid amount in the pricing table.
