About this file

This is a Questions and Answers document for RFQ 19KE5026Q0024 regarding Consular Audio System Preventive Maintenance Services. The document addresses four key inquiries from prospective offerors regarding contract requirements and access to information needed to scope the work.

The Q&A clarifies that site visit attendance is not mandatory and was cancelled as of February 24, 2026, with no vendors having requested attendance. Security clearance requirements and facility access protocols are detailed in solicitation sections 5.2 and 5.3, with all work to be conducted in non-classified (non-CAA) areas. Regarding technical documentation, the government will provide as-built drawings, AV rack layouts, room functional briefs, login credentials for DSP and control processors (Biamp/Crestron), source code, and documented system issues to the awarded contractor prior to service commencement. An attached document containing materials that would have been distributed during the site visit is referenced as available to prospective bidders. This Q&A ensures all interested vendors receive equivalent information despite the cancelled site visit.

RFQ 19KE5026Q0024: Consular Audio System Preventive Maintenance Services Question & Answer

Question 1. Site Visit Confirmation

We understand a site visit is referenced in the solicitation. Kindly confirm whether attendance is mandatory for offerors and advise on the registration procedure, required documentation, and deadline for submitting attendee details

Answer: Site visit is not mandatory. As of Feb 24, 2026, no vendor requested to attend the site visit and was therefore cancelled. However, the U.S. Government is sharing with all prospective bidders, answers to all questions received.

Question 2. Security Clearance Requirements

Please advise whether any level of U.S. security clearance (e.g., Secret or higher) is required for contractor personnel under this requirement.

Additionally, confirm whether local police clearance certificates will suffice for access to non-

CAA areas, or if any additional background vetting is anticipated

Answer: See the solicitation document, section 5.2 & 5.3 detailing the requirements for security clearance and access to U.S. Government Facilities.

Question 3. Facility Access and Equipment Sensitivity

Given the nature of the Consular AV System, please confirm whether any classified systems are involved, or if all work will be conducted in unclassified/non-CAA environments under escort as stated in the RFQ.

Answer: As per Section 5.3 all work undertaken under this contract will be in non-CAA areas.

Question 4. To ensure we can accurately scope preventive maintenance services and ongoing system support, could you please confirm the availability of the following:

1. As-built drawings (room-by-room layout)

2. AV rack layout documentation

3. Room functional brief (intended operational use per room)

4. Login credentials for DSP and control processors (Biamp / Crestron).

5. Current DSP/control processor source code

6. Any documented system issues or known performance concerns

Section III of the PWS references that the Government has shop drawings and equipment lists installed. We would appreciate confirmation that these materials will be made available to the awarded contractor prior to commencement of services.

Answer: See attached document that would have been provided during the site visit. Additional documents and information including items 1 to 6 above will be provided to the awarded contractor.
