About this file
This is Amendment No. 0002 to RFQ 19JM3726Q0012, issued by the Department of State for research services in Jamaica.
The solicitation establishes a Base Requirement for a National Quantitative Survey of 1,000 Jamaican adults at 95% confidence level with approximately 3.1% margin of error, along with optional qualitative focus groups. The Base Requirement comprises four contract line items (CLINs): Project Management & Technical Consultation (1 project), Sampling Design/Survey Programming & Pretest (1,000 respondents), Nationwide Quantitative Survey Implementation & Final Data Handover (1,000 completed surveys), and Survey QA/QC/Data Processing & Dataset Preparation (1 project). Quoters must provide firm-fixed pricing for the complete Base Requirement and separate firm-fixed pricing for each Optional Focus Group CLIN, consisting of incremental offerings of 2, 4, 6, or 8 focus groups, with a maximum cumulative total of eight groups. The Government may exercise one or more option increments at initial award or during the option period, subject to available funding. Each focus group includes participant recruitment and screening, moderation, venue/platform, participant incentives, refreshments, transportation, recording/streaming, field coordination, and post-session debriefs, with deliverables including participant profiles, attendance records, moderator notes, recordings, verbatim transcripts, and fieldwork documentation distributed across eastern and western Jamaica as directed by DOS. Technical evaluation addresses understanding of requirements, research design appropriateness, sampling methodology, data collection approach, programming and fieldwork methodology, data processing and weighting, quality assurance procedures, data security, management planning, personnel qualifications, and ability to meet timeframes. Price evaluation considers Base Requirement and Optional CLIN pricing, with best value determination considering technical capability and price. Responses must be submitted by email to kingstonquotes@state.gov no later than Friday, September 25, 2026 at 3pm UTC-05.

Requirement and the Optional Focus Group Requirements, as applicable, and shall include, but not be limited to:
(a) Understanding of the Requirement – The quoter's understanding of the research objectives, target population, research questions, required outputs, and major implementation considerations.
(b) Base Quantitative Survey Design – The proposed approach for accomplishing the national quantitative survey as a complete and independently usable requirement, including survey planning, implementation, data processing, quality assurance, and final data handover.
(c) Sampling and Participant Selection – The proposed sampling strategy and methodology for achieving the required nationally representative sample of 1,000 Jamaican adults, including participant selection/recruitment methodology and measures to promote appropriate representation and reduce selection bias.
(d) Quantitative Data Collection – The proposed methodology for survey programming, testing, administration, fieldwork, validation, monitoring, and quality control.
(e) Quantitative Data Processing and Final Handover – The proposed methodology for data validation, cleaning, coding, weighting, quality review, dataset preparation, codebook and methodological documentation, and delivery of the final quantitative survey data and supporting files.
(f) Optional Qualitative Focus Groups – The proposed methodology and capability for conducting the optional qualitative focus groups, including participant recruitment and screening, facilitation, logistics, recording and documentation, transcription, coding, qualitative data processing, quality control, and delivery of required qualitative research files.
The quoter may provide one common technical approach for the Optional Focus Group CLINs where the methodology will remain substantially the same regardless of the number of groups exercised.
(g) Data Quality and Research Integrity – Procedures for assuring data quality, accuracy, completeness, consistency, confidentiality, security, and methodological integrity.
(h) Management and Work Plan – The proposed approach to staffing, scheduling, fieldwork management, coordination, risk management, quality control, and timely completion of the Base Requirement and any Optional Requirements exercised by the Government.
A.3. Revised Pricing
The quoter shall submit revised pricing in accordance with the amended pricing schedule in
Section 1 (see above):
The quoter shall provide:
1. A complete firm-fixed price for the Base National Quantitative Survey; and
2. Separate firm-fixed pricing for each Optional Focus Group CLIN identified in Section 1.
The Base Requirement shall constitute a complete and independently usable quantitative survey requirement and shall not depend upon the exercise of an Optional Focus Group CLIN.
Each Optional Focus Group CLIN shall include all costs necessary to perform the applicable focus-group increment, including recruitment and screening, facilitation, participant support, logistics, recording, transcription, coding, data processing, quality control, and required deliverables.
The Government may exercise one or more Optional Focus Group CLINs at the time of initial award.
Any Optional Focus Group CLIN not exercised at initial award may remain available for subsequent exercise during the option exercise period specified in the resulting contract.
The cumulative number of focus groups ordered under the contract shall not exceed eight (8).
Evaluation of an Optional CLIN does not obligate the Government to exercise that option.
Optional services shall not be performed unless and until the option is exercised in writing by the Contracting Officer.
3. Revised SECTION 4 – EVALUATION FACTORS
The Government intends to award a contract/purchase order resulting from this solicitation and represents the best value to the Government, price and other factors considered.
The Government reserves the right to reject proposals that are unreasonably low or high in price.
