About this file
This is a Questions and Answers document for Notice ID 19JM3726Q0007 regarding the rental of vehicles in Jamaica.
The document clarifies key requirements and allowances for this new vehicle rental solicitation. U.S.-based prime contractors may perform the contract through a qualified and properly licensed Jamaican subcontractor, and may rely on the subcontractor's vehicles, facilities, licenses, permits, and operational capabilities to demonstrate contract performance ability, provided all requirements are satisfied. The subcontractor's past performance and experience may be considered in evaluating the team's capability and responsibility. Vehicles must be no more than three years old and available for pickup in Kingston; delivery to other locations is not anticipated unless otherwise agreed between contractor and client. Replacement vehicles must be equivalent to the original within the same vehicle class rather than identical make and model. Contractors must provide vehicles with full fuel tanks at pickup, and the government will return vehicles with full tanks. All vehicles must carry valid certificates of insurance meeting local legal requirements, including comprehensive coverage for collision, fire, theft, malicious damage, flood, and vandalism, as well as liability coverage for death or bodily injury to third parties and damage to third-party property.
