About this file

This document is an Amendment (A0001) to a Request for Quotations (RFQ) for Swimming Pool Lining Restoration Services at the U.S. Embassy in Tokyo, Japan. The amendment provides a comprehensive set of questions and answers related to the project, addressing details such as performance period (60 calendar days, excluding weekends and holidays), site conditions, electrical fixtures, and restoration specifications. Key clarifications include no available as-built drawings, requirements to replace two lighting fixtures, use of new mosaic tiles and stone edges, and confirmation that design drawings can be submitted after award.

The solicitation seeks a contractor to perform pool restoration services with specific technical requirements, including caulking along the pool's perimeter edge, grout for mosaic tiles, and replacement of existing pool components. No performance bond is required, and the contract will be awarded on a firm-fixed-price basis to the responsible company submitting the lowest acceptable quote. Contractors must be registered in the System for Award Management (SAM) and can submit electronic quotations via email to Masao Chuma at ChumaMX@state.gov, with a file size limit of 15MB per email submission.

First Set of Questions and Answers

Request for Quotations No. 19JA8025Q0021

Swimming Pool Lining Restoration Services

Question 1:

We were advised that the restoration service is scheduled to start after the New Year holidays.

It would also be appreciated if you could provide us with the performance period.

Answer 1:

60 calendar days. No weekends and holidays are allowed.

Question 2:

It would be appreciated if you could provide us with the dimension of a stair with three steps inside the pool.

Furthermore, there seems to be an inconsistency of dimension between the inner diameter of the pool (6,000mm as shown on the picture of page 6) and the outer diameter (5,947mm as shown on the drawing of page 65).

It would be appreciated if you could provide us with the exact inner diameter and outer diameter, Answer 2:

Pool water is already filled up and no dimension is available. Photos are attached to another answer.

Question 3:

As it is difficult for us to make a calculation based on the dimension of the picture, it would be appreciated if you could provide us the cubic footage of the pool.

Answer 3:

No as-built drawing is available, and no data of the volume is available.

Question 4:

As it is difficult for us to make a calculation based on the dimension of the picture, it would be appreciated if you could provide us with the area of the inside of the pool in square meters.

Answer 4:

No as-built drawing is available, and no data of the volume is available.

Question 5:

As we were not allowed to bring electronic devices to the project site and were directed to leave them at the gate, we were not able to take pictures.

We were also advised that the government will post pictures on SAM.GOV if contractors request pictures on the site conditions when submitting questions.

Would it be possible for you to take pictures of the following locations and post them on SAM.GOV?

Embassy of the United States of America

Tokyo, Japan

1) Location of all light fixtures inside the pool

2) Location of drainage on the bottom and at the side inside the pool

3) Location of ring fitting (We have found a location where a ring fitting is likely to be installed, on the side surface of the pool around the ramp)

4) Distribution board (including electrical equipment and plumbing)

Answer 5:

See the attached photos. The wiring joint box is found mounted on the concrete paver 1 meter away from the water faucet for filling pool water.

The breaker panel is located behind the bamboo fenced shower booth.

Question 6:

Would it be possible to advise us which materials contain asbestos or lead, if any?

Answer 6:

No asbestos is found in scope.

Question 7:

It would be appreciated if you could provide us with the width dimension of the swimming pool edge, as the figure on the picture is not clear.

Answer 7:

No other data is available.

Question 8:

Would it be possible to provide us with a list of distribution boards, if any?

Answer 8:

Awarded Contractor should verify the panel board in the preconstruction survey.

Question 9:

Would it be possible to provide us with details of the power source location of light fixtures and a wiring diagram?

Answer 9:

The wiring joint box is found mounted on the concrete paver 1 meter away from the water faucet for filling pool water.

The breaker panel is located behind the bamboo fenced shower booth.

Question 10:

It seems that light fixtures vary in size from small to large, so would it be possible to provide us with the number of light fixtures of each size and voltage?

Answer 10:

Require the replacement of 2 lighting fixtures. No dimension of lighting fixture is available.

Question 11:

Tile details:

We were able to confirm tile construction for the curb, around the electrical equipment and drainage of the side surface by the explanation given, however, would it be possible for you to specify (mark) the tile construction on the picture, for our confirmation again? It would also be appreciated if you could advise us on the area of tile construction and whether or not tile construction should be performed for bottom and side surface, and stairs of the pool.

Answer 11:

See the attached photos.

No marking on the photos is necessary. New Mosaic tiles are installed where the pool liners are covered, and Stone edges are installed where the current pool edges with non-slip sheets are located.

Question 12:

Would it be possible to provide us with a manufacturer and product specification of two ladders and one pool rail, respectively?

Answer 12:

No information about ladder and pool rail.

No replacement is required in the scope.

Question 13:

Would it be possible to provide us with an as-built drawing, if any?

Answer 13:

No as built drawing is available for the CMR pool.

Question 14:

Are contractors required to use trim tiles for an edge of tiles?

If required, it would be appreciated if you could advise us on an area where trim tiles are to be used.

Answer 14:

Trim finish is required only for pool edges. Mosaic tiles are not required.

Question 15:

Are contractors required to use joint mixture or caulking material for filling joints of tiles?

Answer 15:

Question 16:

Performance Bond Requirement We understand that there is no requirement for a performance bond for this project. Could you please confirm that our understanding is correct?

Answer 16:

That is correct. This is the services – Commercial Items format, therefore, not described regarding a performance bond.

Question 17:

Submission of Design Drawings We understand that design drawings can be submitted after the award, prior to the commencement of work. Could you please confirm if our understanding is correct? Or are they required at the time of quotation submission?

Answer 17:

That is correct. Design drawings proposal and/or confirmation of materials to use – they would be considering after the award.
