About this file
This document is an Amendment (A0001) to a Request for Quotations (RFQ) No. 19JA8025Q0018 for Residential Restoration Services at the U.S. Embassy Apartment Compound in Tokyo, Japan, specifically for mold damage restoration work in Perry 3067. The amendment revises the Statement of Work (SOW) and removes a certification paragraph, with detailed modifications to restoration requirements including wall, ceiling, and fixture restoration procedures.
Key restoration specifications include installing fire-resistant and moisture-resistant gypsum board, applying various insulation methods (such as rigid Styrofoam, glass wool, and closed-cell spray polyurethane foam), implementing moisture barriers, and reinstalling fixtures and finishes. The work encompasses comprehensive restoration of exterior and interior walls, ceilings, hallways, and specific areas like kitchens and bathrooms, with emphasis on fire resistance, moisture control, and adherence to local building codes and standards. The contractor is required to provide all materials, labor, and equipment, with work to be performed Monday through Friday during specified hours.

5. Restoration of the exterior wall (See Section D for specifics on exterior wall insulation, moisture barriers, and gypsum board finish.)
6. Cleaning of all existing molds (General mold remediation applies; also refer to the anti-mold provisions in Sections F and I to ensure proper moisture control.)
7. Full putty work (Refer to Section G for the surface preparation and baseboard restoration details.)
B. General Requirements
B.1. Materials, Workforce, and Workmanship: Unless otherwise stipulated, the Contractor shall provide all materials, labor, tools, equipment, transportation, and other facilities necessary for the execution and completion of the work. All materials and workmanship shall meet or exceed industry standards, Japan Industrial Standards (JIS), and Japan Architectural Specification Standards (JASS).
B.2. Schedule of Work: All work shall be performed from Monday to Friday except holidays, during the hours between 08:30 – 17:30. Other hours, if requested by the Contractor, may be approved by the Contracting Officer's Representative (COR). The Contractor shall give 24 hours in advance to COR who will consider any deviation from the hours identified above. B.7. Debris and Site Cleanliness: Debris from the work shall be disposed of daily in accordance with applicable local industrial waste disposal codes. The Contractor shall always maintain a clean site, ensuring that waste materials, rubbish, or debris are not allowed to accumulate.
C. Restoration of the Hallway Wall
C.1. Removal & Ceiling Access:
• Remove the existing double wall on the hallway outside P3067. The double wall is on 2 SIDES of the apartment and on both 5F and 6F.
• Cut and restore the ceiling—using the same materials as the existing assembly—to facilitate the wall’s full removal from floor to floor.
C.2. New Double Wall Installation:
• Exterior Layer: Install fire-resistant gypsum board rated for a minimum 60-minute fire resistance per applicable codes
(or the local equivalent. The new exterior wall shall be Type Z 21mm + Type Z 21mm. Example: Yoshino Fireproof
System S-Wall One).
• Interior Layer: Install moisture-resistant gypsum board to safeguard against humidity and incidental moisture.
• Stairwell Wall: The existing old stairway wall shall be demolished and replaced with new board where the interior and exterior side shall be Type Z-WR 12.5mm x 2 on each side. Install fire resistant gypsum board rated for a minimum 60-minute fire resistance per applicable codes (or the local equivalent. Example: Yoshino Fireproof System
S-Wall One).
D. Restoration on Exterior Wall Spaces Inside the Residence
D.1. Primary Insulation Method: Install a 40 mm thick rigid (hard) Styrofoam insulation panel combined with fiberglass insulation and spray-applied Styrofoam on the backside of the exterior wall panels.
D.2. Alternative Insulation Method: In areas where rigid Styrofoam is not feasible, fill the wall cavity with:
• 50 mm (24K) glass wool insulation combined with a damp-proof film (e.g., AQURIA MAT Alpha by Asahi Fiberglass K.K.
or equivalent), and/or
• Closed-cell spray polyurethane foam (SPF) with a Class 1 fire rating, ensuring an overall minimum 60-minute fire resistance per applicable codes (or the local equivalent).
Moisture Barrier Detail: When a damp-proof film is used, it serves as a continuous moisture barrier. The film should be of a comparable quality to a 6–10 mil polyethylene sheet (or as specified by local codes) and must be installed on the warm side of the insulation with all seams, overlaps, and penetrations sealed using approved tape or sealant.
D.3. Exterior Wall Finish: Furnish and install 12.5 mm thick anti-mold gypsum board for the wall finish.
E. Restoration on Interior/Neighbor Wall Spaces
E.1. Removal & Partition Access: Remove existing wall assemblies as detailed in Section C.1 for partitions adjoining neighbor spaces.
E.2. New Interior/Neighbor Partition Assembly: Install a new partition wall assembly that includes:
• A primary wall layer (as defined in Section C), and,
• An additional layer of fire-resistant gypsum (rated for a minimum 60-minute fire resistance per applicable codes or the local equivalent) on the side adjacent to neighbor spaces.
F. Restoration on Ceilings, Drop Ceilings, and Other Interior Ceilings
F.1. Insulation Application: Fill ceiling and drop-ceiling cavities with either:
• 50 mm (24K) grass wool insulation combined with a damp-proof film, and/or
• Closed-cell SPF with a Class 1 fire rating, ensuring an overall minimum of 60-minute fire resistance per applicable codes (or the local equivalent).
F.2. Ceiling Restoration:
• Moisture-Prone/Wet Areas (e.g., kitchens, bathrooms, laundry rooms): Install anti-mold treated gypsum board and appropriate moisture barrier.
• Dry Areas: Restore using moisture resistant gypsum board.
G. Wall Finish
G.1. Surface Preparation & Baseboard Restoration:
• Restore baseboards using pin nails; caulk any gaps between drywall / flooring and baseboards.
• Execute full paint-ready putty work on all surfaces. (Note: Wall painting will be performed under a separate IDIQ contract.)
H. Restoration of Fixtures and Finishes
H.1. Fixture & Cabinet Reinstallation: Reinstall all cabinetry, countertops, and other fixed items in kitchens, bathrooms, and laundry rooms. Major appliance reinstallation (e.g., dryer, washer, dishwasher) is excluded from this scope. (Refer to the sample vacant room for details.)
H.2. Electrical & Other Fixture Reinstallation: Reinstall lighting fixtures, outlets, switches, curtain pulleys, and hangers.
(Refer to the sample vacant room for details.)
H.3. Bathroom Restoration: Restore plastic panels and reinstall all plumbing fixtures in the bathrooms. (Refer to the sample bathroom for details.)
I. Interior Wall Restoration for Wet and Living Areas (Kitchens, Bathrooms, Dining Rooms, etc.)
I.1. Wet Areas (Kitchens, Bathrooms, Laundry Rooms):
• Gypsum Board: Install moisture-resistant gypsum board per applicable codes (or the local equivalent).
• Moisture Barrier: Prior to gypsum board installation, apply a continuous moisture barrier (typically a 6-mil polyethylene sheet or its equivalent, unless local codes specify otherwise) on the warm side of the insulation. Ensure that all edges, overlaps, and penetrations are sealed with approved tape or sealant. (Note: Do not install a moisture barrier behind cement board in areas intended for direct water exposure to allow for proper drainage and ventilation.)
I.2. Dry Living Areas (Dining Rooms, Living Rooms, etc.): Install moisture resistant drywall assemblies without an additional moisture barrier unless local conditions or codes dictate otherwise.
I.3. Insulation Options for Interior Walls: Where thermal or acoustic insulation is required, install either:
• 50 mm (24K) grass wool insulation combined with a damp-proof film, or
• Closed-cell SPF with a Class 1 fire rating (ensuring a minimum overall 60-minute fire resistance per applicable codes or the local equivalent).
