About this file
This document is an Amendment of Solicitation (Standard Form 30) and Questions and Answers for Request for Quotations (RFQ) No. 19JA8025Q0002, issued by the U.S. Embassy in Tokyo, Japan. The solicitation seeks drapery making and installation, and carpet making and delivery services through a Blanket Purchase Agreement (BPA).
The amendment provides the first set of questions and answers, clarifying key details about the procurement. Vendors are informed that no specifications or drawings can be provided due to security reasons. Carpet sizes range from 6' x 9' to 12' x 15', with occasional larger sizes. The embassy requires vendors to submit a work plan detailing service provision process, personnel and equipment readiness, and order-to-delivery schedule. Additionally, vendors must provide quality assurance documentation, installation management procedures, and malfunction response plans. Vendors must be registered in the System for Award Management (SAM) and submit proposals electronically to Miyuki Mita, with a maximum email attachment size of 15MB.

Questions and Answers – RFQ No. 19JA25Q0002 Amendment 0001
July 3, 2025
First Set of Questions and Answers (Qs&As)
Request for Quotations No. 19JA8025Q0002 – Drapery making and Installation, and Carpet making and Delivery Services (BPA) for the U.S. Embassy Tokyo, Japan.
Question 1:
Do you have any specifications or drawings? Is it also possible to visit the site?
Answer 1:
There are no specifications and drawings, or floor plans cannot be provided due to security reasons.
Curtains - All rooms are fitted with standard sheer curtains and blackout curtains in the bedrooms, while the other rooms have regular curtains. Window size, curtain rail width, and installation position vary from room to room, so measurements will be needed for each room each time. Due to a very tight preparation schedule, there are only a few days available for vendors to visit. If curtains must be fabricated the vendor must visit the apartment during the final inspection conducted prior to customers departure.
Carpet – We are ordering three kind of area carpet, the sizes are 6’ x 9’, 9’ x 12’ and 12’ x 15’. Occasionally we order some 9’ x 18’ & 12’ x 18’ carpets.
Question 2:
For Volume 4(9) (a), we read Section 1 (e), but there's not enough information to make the work plan. What kind of work plan do you need?
Answer 2:
For example, it would be nice to have materials that explain the process of providing the service, such as the status of securing the personnel, equipment, and materials necessary to provide the service, as well as the process and schedule from ordering to delivery.
Question 3:
For Volume 4(9)(c), Please kindly tell us what kind of information or document shall we provide.
We appreciated it if you explain it specifically for us.
Answer 3:
It may include a quality assurance control of the products provided, management system of installation work at site, and the procedure and/or the countermeasure in the event of a malfunction.
