About this file

This is an Amendment No. 0002 to a Request for Quotations (RFQ) No. 19JA5126Q0367 issued by the U.S. Embassy Procurement/Contracting Office in Tokyo, Japan on July 16, 2026, with a quotation deadline of August 27, 2026 at 11:00 a.m. JST. The amendment revises the RFQ page count from 47 to 50 pages, adds FAR 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications), amends Section 2.D of the Statement of Work regarding Electrical and Control System Integration, and provides a Questions & Answers attachment.

The procurement seeks remediation of life-safety deficiencies on TT300 sliding vehicle gates at the U.S. Consulate General Naha, Okinawa, in compliance with UL 325, ASTM F2200, and Department of State guidance. The required work includes: civil and structural work to construct retaining wall extensions (1.2 meters high); installation of physical stops at fully open and closed gate positions; installation of infrared sensors and safety edge switches; electrical and control system integration (compatible with existing Delta gate systems but no specific model designated); finishing and testing to verify compliance with safety standards. All work must be completed within 90 calendar days from Notice to Proceed during standard business hours. The contractor must designate an on-site superintendent, coordinate with facility management, maintain daily progress logs, submit material safety data sheets for all chemicals, implement noise controls (not exceeding 45 dB in residential areas without written authorization), and establish an enclosed construction area for security purposes. The government will provide site access and utilities; the contractor must furnish all labor, materials, equipment, and supervision. Required deliverables include product submittals, work plan and schedule, installation documentation, and final inspection sign-off by Facility Management and Regional Security Officer.

The Government does not require a specific format for this evidence; however, submissions should be clear, verifiable, and directly tied to the scope of work described in Section B: Statement of Work and Attachment I-1. Quoters should ensure that whatever documentation is provided reasonably substantiates their capability to meet the solicitation's performance requirements.
