Questions from Industry and Government responses concerning the Request for Information on Criminal Justice Expertise Program

19INLE22I0001 released on May 10, 2022

Question number

Specific question asked Government response

RFI-1 5-12-2022 Will supporting INL and INL/KM via CJEP trigger automatic OCI constraints regarding existing IDIQ work and future contract opportunities with the Bureau? Or, will the eventual implementing partner be able to work with INL regarding design limits whereby the implementing partner will be able to pursue other INL contracts?

The RFI to industry is to gain industry feedback on the five objectives and the primary subject areas listed in the project description. Additionally, industry may have experience with other potential recommendations which could impact the full program. The request is to establish how to best request potential sources to accomplish the next iteration of the program. If Contractor’s solutions presented raise concerns over proprietary or Organizational Conflict of Interest (OCI) the contractor should identify either concern clearly in their response. The intent of the RFI is to put together the most extensive resources to provide technical advisory capabilities to our INL partners, globally and domestically. The Government and Contractor should identify any concerns for OCI and work to mitigate the conflict.

RFI-2 5-12-2022 The RFI requests that offerors submit a budget and a budget narrative as part of their response. However, in our opinion, offerors are unable to comply, given the absence of a sample task order or other operational information sufficient to price. Will the Government please clarify?

The RFI was established to present the list of topics, in the project description, that INL may request experts and technical assistance. Responses to the RFI should present potential procurement suggestions and a rough order of magnitude as a whole or for each of objectives and the administrative costs required to perform the contract. Over the course of the potential contract, the government expects to place separate requests for services from posts and INL domestic offices for work listed in the project description under separate order actions.

RFI-3 5-12-2022 Under Objective 2, Draft Project Packages, the government notes that there is an “attached annotated table of contents for additional detail on what project packages cover.” With respect, this

does not seem to have been included with the RFI. Will the government please provide or otherwise offer additional information on the project packages?
