U.S. Consulate General Hong Kong

First Set of Questions

Solicitation Number 19HK3021Q0012

FCS Office Renovation at 21/F St. John’s Building, 33 Garden Road, Hong Kong

The Consulate received the followings questions during the site visit and after the conference.

The information provided in response to these questions is provided for informational purposes and under no circumstances shall it be construed to change any terms or conditions or requirements within the solicitation. Any changes will appear in a written amendment to the solicitation (SF-30).

Q1: Please provide drawings of the existing floorplan and any additional drawings or sketches associated with the scope of work

A1: Floor Plan will be provided upon request. Please send your request to Ms Maria Chiu, Procurement

Supervisor to email: chiums@state.gov.

Q2: In ‘Attachment 7 – Punch List, (B) The Works’, the units are mostly indicated by ‘Job’, which we interpret as the government desiring a lump sum price for each line item. Does the government have specific quantities for the Offeror to assume, or architectural/engineering drawings as requested in Question #1?

A2: The Consulate is scheduled another site visit on May 28, 2021 at 10:30am to let the interested bidders to count the quantity and do measurement. Interested companies can send the attendees names to Ms. Maria Chiu (email: chiums@state.gov) on or before 10am, May 27, 2021 (local time) to apply access request.

Q3: It appears that while some flooring materials have been provided in the Solicitation document, specifications for the remaining items such as ceiling tiles, lights, built-in furniture, carpet, wallpaper, and electrical upgrades have not been provided. May these details be provided by the government so that we may quote accurately?

A3: The hardwoods are the only materials that we have specific requests for. All other materials should match the flooring. Please propose options/samples/different colors (as appropriate) in your proposals so the Consulate can make a choice of preferred materials.

Q4: It appears that some design decisions relating to architectural, mechanical, and electrical work have yet to be made. Is this opportunity intended to be a design-build procurement where the Offeror provides licensed A/E design services? If so, please clarify the expectations and licensing requirements.

A4: This project is forced on replacement work with no design work involved. However, any local licenses must comply for any minor works and electrical work for lighting and electrical socket installation.

mailto:chiums@state.gov

Q5: As the FCS office space is leased, work relating to HVAC and Fire Sprinkler may be necessary. Should such work be priced by the Offeror, or will this work be performed by the landlord’s existing contractors outside of this contract?

A5: The Consulate decided to delete the requirements for replacement of ceiling tiles, install new AC vents and other related fire sprinkler works since these must be done by the landlord’s nominated contractor. Please refer to the Solicitation Amendment 00001 for the updated Attachment 6 and 7.

Q6: Please provide additional any details or constraints you may have relating to the existing IT equipment and vault.

A6: The existing IT equipment and safe can be moved temporarily to install new flooring, after which the equipment can be moved back to the original location. Please include the moving/labor cost in the quotation.

Q7. What party is responsible for lift up, dis-assembly and re-assembly the existing furniture during the repairing work?

A7: Please include this cost in the quotation.

Q8. Please advise the arrangement for the existing ceiling tiles after installed the new ceiling tiles.

A8: The Consulate decided to delete this requirement since these must be done by the landlord’s nominated contractor. Please refer to the Solicitation Amendment 00001 for the updated Attachment 6 and 7.

Q9: Please advise if supply and installation of new door for Supply Room is required?

A9: Yes, please include the cost for supply and installation of new door for Supply Room
