About this file
This document is a Single Source Justification (Simplified Acquisition) for a military retreat in Branson, Missouri. The contract, valued at $38,985.00, is for retreat services for military members and their families returning from deployments to Little Rock AFB. The retreat will be held at Chateau on the Lake, which was selected as the sole source provider after other hotels were found inadequate for the required conference room space, audio services, and on-premise resort activities. The government attempted to find alternative venues, including consulting travel agencies and reaching out to Big Cedar Lodge, which declined to provide services at the government rate. The contract is being processed by the 19 CONS contracting activity, with a planned retreat date in July 2025 for the May 25.1 Returning Deployers Retreat program.

Contracting Activity: 19 CONS
Project/Program Name: May 25.1 Returning Deployers Retreat
Purchase Request / Local ID Number: F2S0405041AW01
Estimated Contract Cost (including Options): $38,985.00
Section B: Description of the Supplies/Services Required
This Justification and Approval (J&A) is for Retreat Services for military members, and their families, returning from deployments to Little Rock AFB. The retreat will be located in Branson, MO. Retreat services include lodging, meals, a meeting space, and miscellaneous services aimed at reuniting families and enhancing resilience.
Section C: Justification for Soliciting from a Single Source or Brand Name
Little Rock AFB, Chaplains have executed retreats at Branson, MO on previous occasions. Through experience it has been found that other hotels do not have the required Conference rooms/space required to seat the number of people along with sufficient audio services in the conference room. Neither do they have suitable "on-premise" resort like activities available for the guests.
Only two hotels, Chateau on the Lake and Big Cedar Lodge, have the requisite Conference Rooms and "on-premise" resort activities requested. However, Big Cedar Lodge has indicated they are unwilling to provide these services to the Government at he Government rate requested.
Therefore, only Chateau on the Lake is a viable provider of the retreat services requested.
Section D: Efforts to Obtain Competition
The Government has tried utilizing "Travel Agencies" to meet the retreat requirements. Other hotels have been booked previously, but have not sufficiently met the requirements. The Government also reached out to Big Cedar Lodge as an alternative, they declined our business.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to reach out to hotels in the area in hopes of new options becoming available. Additionally, the Government will reach out to hotels on future requirements to see if they are interested (even if they haven't been interested previously).
