About this file

This is Amendment 0001 to Solicitation 19H08026R0006, issued by the American Embassy Tegucigalpa GSO Acquisitions Unit on August 27, 2026, effective immediately. The amendment modifies pages 2, 4, 5, 21, 24, and 25 of the original RFP for Physical Messaging Campaign Development and Execution services to publicize safe, official repatriation mechanisms in target communities across Honduras. Key changes include: revising the Quality Assurance Surveillance Plan performance threshold from one (2) to two (2) customer complaints per month; reducing contract line item (CLIN) quantities—CLIN 0001 from three to two months, CLIN 0003 from three to two months, and CLIN 0004 from five to four months; clarifying technical requirements to focus on baseline and post-campaign data collection within specified geographic areas rather than nationwide surveys; and refocusing the strategic plan language to emphasize Physical Messaging Campaign Development and Execution services. FAR 52.237-1 (Site Visit) has been deleted in its entirety. The evaluation methodology has been substantially revised from a lowest-price-acceptable approach to a best-value tradeoff method, with evaluation factors weighted as Technical Approach (40%), Past Performance (25%), Key Personnel (20%), and Price (15%), with non-price factors combined being significantly more important than price. The contract period remains one year from award, with all prices to be submitted in US dollars, and offerors must acknowledge receipt of this amendment prior to the proposal submission deadline or their offers may be rejected.

“(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Award will be made to the lowest priced, acceptable, responsible offeror. The offeror shall submit a completed solicitation, including Sections 1 and 5.

The Government reserves the right to reject proposals that are unreasonably low or high in price.

The lowest price will be determined by multiplying the offered prices times the estimated quantities in “Prices - Continuation of SF-1449, block 24”, and arriving at a grand total.

The Government will determine acceptability by assessing the offeror's compliance with the terms of the RFP to include the technical information required by Section 3.

The Government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9.1, including:

Adequate financial resources or the ability to obtain them;

Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;

Satisfactory record of integrity and business ethics;

Necessary organization, experience, and skills or the ability to obtain them;

Necessary equipment and facilities or the ability to obtain them; and Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

Replace with:

(a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and represents the best value to the Government, price and other factors considered.

The following factors will be used to evaluate proposals:

Technical Approach: 40%

Past Performance: 25%

Key Personnel: 20%

Price: 15%

The non-price factors, when combined, are significantly more important than price. The Government may award the contract to an offeror other than the lowest-priced offeror when the evaluated benefits of the higher-priced proposal justify the additional price. The Government may also award to an offeror other than the highest technically rated offeror when the price premium is not justified.

The Contracting Officer will determine contractor responsibility in accordance with FAR Subpart

9.1 and will make the final award decision based on the evaluation results and the documented best-value tradeoff.”
