About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the American Embassy Guatemala City for Contract 19GT5026Q0057, effective August 28, 2026. The modification is administrative in nature, incorporating Questions and Answers as official Attachment B to the contract. The contracting officer is Beau P Garrett, and the document was signed on August 27, 2026.
The underlying contract (modification 001) pertains to preventive maintenance services for the US Embassy's potable water treatment plant in Guatemala. The line item identifies a single requirement (0001) for acquisition of preventive maintenance services as detailed in an attached statement of work, with a contract value of $0.00 USD. The Questions and Answers document clarifies key contract requirements: raw water tanks (750,000 liters each, 2 tanks; dimensions 13.15m x 9.5m x 6m) and potable water tanks (50,000 liters each, 2 tanks; dimensions 1.98m x 4.15m x 6m) must be cleaned and sanitized. Filter cartridges and chemicals are not required to be supplied by the contractor, though filter replacement and chemical recommendations are contractor responsibilities. The contract specifies preventive maintenance and inspections only, excluding corrective repairs and replacement parts unless discovered during maintenance inspections, in which case the contractor must follow established procurement processes. The contractor must maintain certified laboratory capacity for annual physicochemical and microbiological water quality analyses, update spare parts inventory per COR direction, and comply with embassy security procedures. Standard working hours are 7:00 a.m. to 4:45 p.m., with completion time dependent on the maintenance type involved.

RFQ 19GT5026Q0057 – Questions and Answers
Q1. What is the capacity and dimensions of the raw water and potable water tanks that must be cleaned and sanitized?
A1. Raw water = 750,000 liters each (2 tanks). Dimensions: 13.15m x 9.5m x 6m.
Potable water = 50,000 liters each (2 tanks). Dimensions: 1.98m x 4.15m x 6m.
Q2. Must the filter cartridges and bags be supplied by the contractor, or are they only to be replaced when provided by the Embassy?
A2. They may be supplied through a separate quote from the contractor awarded the contract; however, the contract only requires that cleaning and/or replacement be performed when necessary.
Q3. Must the chemicals required for the complete operation of the system be included in the contractor's offer?
A3. No, the contractor awarded the contract is not required to include the chemicals needed for the operation and maintenance of the plant. However, the contractor is expected to conduct recurring evaluations/analyses to make recommendations to the COR regarding which chemicals are most suitable and of the best quality for the process.
Q4. What specific parameters must be included in the annual physicochemical and microbiological analyses?
A4. As these are standard water quality analyses, we expect the awarded contractor to have the installed capacity (a certified laboratory), whether in-house or outsourced, to perform these analyses and provide us with results that help maintain and/or improve the water quality.
Q5. Could you confirm the expected scope for maintenance of the pumps, VFDs, electrical panels, and instruments: preventive inspection only, or also the supply of replacement parts?
A5. This is a preventive maintenance contract. Corrective repairs/maintenance and the supply of replacement parts should not be included under this contract. However, if during the course of maintenance/inspection a pump or piece of equipment is found to be faulty and requires a specific replacement part, the contractor awarded the contract—if capable of providing it—must follow the established procurement process by submitting a quote for that part and its replacement.
Q6. Is there a current inventory of critical spare parts and consumables available at the plant?
A6. Yes, we currently maintain an inventory of spare parts and consumables. The expectation is that the awarded contractor will update this inventory at the frequency requested and/or agreed upon with the COR.
Q7. Could you confirm whether there is a specific procedure for site access, security, working hours, and the maximum time allowed to carry out the work?
A7.
• There is a specific procedure defined by the security office for the entry of personnel, tools, supplies, and materials. This will be explained during the initial meeting prior to the contract's commencement.
• Working hours will be discussed and established during the kickoff meeting. In general, the working hours are 7:00 a.m. to 4:45 p.m.
• Maximum time allowed to complete the work: This depends on the type of maintenance involved.
