About this file

This is an Amendment of Solicitation/Modification of Contract issued by the American Embassy Guatemala City on March 23, 2026, for RFQ 19GT5026Q0016 dated March 12, 2026. The amendment updates Section I, Technical Specifications, 1.2 Maintenance and Support, to clarify that the contractor will provide three (3) years of technical support, including remote and on-site troubleshooting and hardware replacement as needed. The amendment also incorporates a Questions and Answers document as Attachment 1. The hour and date specified for receipt of offers is not extended, and offerors must acknowledge receipt of this amendment prior to the deadline through completion of items 8 and 15, acknowledgment on each copy of the offer, or separate letter/telegram referencing the solicitation and amendment numbers.

Attachment 1 contains five questions and answers addressing technical specifications for a server procurement for the GIO Exchange Tool. Key clarifications include: (1) vendor-proposed processor/memory upgrades comply operationally but the Statement of Work specifications fulfill required technical requirements; (2) Client Access Licenses for the 50-user Windows Server 2025 Standard Edition are not detailed in the SOW and may be required in a separate solicitation; (3) the existing rack model is SSG Series 42U Floor Standing Server Rack Model SSG6142/0VGXMNAZ, confirming compatibility with ReadyRails Static Rails; (4) vendors may propose their own maintenance schedule and checklist for the four annual preventive maintenance visits over the 3-year period; and (5) the technical support requirement was clarified to be three years (not one year) of warranty-related support covering hardware malfunctions and parts replacement.

RFQ 19GT5026Q0016 – SERVER FOR GIO EXCHANGE TOOL

QUESTIONS AND ANSWERS

Q1. Processor and memory: The SOW specifies an Intel Xeon E-2246G processor (6 cores/12 threads minimum) and 64GB DDR4 ECC memory configured as (2) 32GB DIMMs. To provide the Embassy with the best current technology, we would like to know if the following upgraded configuration would be accepted as "similar or equal":

• Processor: Intel® Xeon® 6 Performance 6507P 3.5G, 8C/16T, 24GT/s, 48M Cache, Turbo, (150W)

• Memory: 64GB total, configured as (4) 16GB RDIMM 6400Mt/s, Single Rank, DDR5

R1. The configuration offered complies with the operational aspects of the request. However, the configuration detailed in the statement of work fulfills the required technical specifications for the project.

Q2. Software Licensing: The SOW requires "Windows Server 2025 Standard Edition" and states the system will "support up to 50 users". Does the Embassy require the vendor to include Client Access Licenses (CALs) for these 50 users in the quote, or are those already owned by the Government?

R2. The statement of work does not detail the requirement for CALs for the server. Licenses may be required in a separate solicitation once the server is configured adequately.

Q3. Rack Environment: The vendor is required to physically install the hardware components inside the rack at the destination. Could the Government provide the make and model of the existing rack to ensure the "ReadyRails Static Rails for 4-post racks" will be fully compatible?

R3. The ReadyRails Static Rails for 4-post racks are fully compatible. Existing rack model is SSG Series 42U Floor Standing Server Rack Model SSG6142 / 0VGXMNAZ.

Q4. Preventive Maintenance Scope: The contract includes "four annual preventive maintenance services visits during the duration of the guarantee" (totaling 12 visits over 3 years). Does the Embassy have a standardized checklist of required actions for these visits, or should the vendor propose the maintenance schedule and checklist in their strategic plan?

R4. The vendor can propose a maintenance schedule and checklist during the 3-year period.

Q5. Maintenance and Support Structure: Section 1.2 requires "one year of technical support" including remote and on-site troubleshooting. Would the Government accept this requirement being quoted as a block of time, specifically a 60-hour support package to be used over the course of that year, or does the Embassy require an unlimited support model for the duration of the one-year period?

R5. The “one year of technical support” stated in section 1.2 of the Technical Specifications Maintenance and Support is incorrect. The correct statement should read “Three years of technical support” the same way as warranty was requested for a 3-year period.

In this case, “technical support” refers to warranty related issues like malfunction of hardware, replacement of parts, etc.
