About this file
This is Amendment 0002 to Solicitation 19GT5026Q0006, issued by the American Embassy Guatemala City (GSO Procurement Section) with an effective date of March 31, 2026. The amendment incorporates Questions and Answers from a March 18, 2026 site visit and container plans/layouts as official attachments (Attachment 2 and Attachment 3), along with drawings for an awning and additional reference sketches. The solicitation concerns construction of an Alta Verapaz Checkpoint facility in Guatemala.
The Questions and Answers document addresses 22 inquiries from four prospective contractors (Ethic Tech, Torre in Situ, Rusty, and INPSA) regarding project specifications and requirements. Key clarifications include: acceptance of 22 oz blackout PVC fabric if performance is equivalent to the specified 24 oz; confirmation that the awning span should be 20.00 meters with exact dimensions to be confirmed on-site; requirement for prefabricated reinforced concrete counterweights rather than cast-in-place units; confirmation that two standard 40-foot sea containers are required with shop drawings provided; a 30-calendar-day performance period that accounts for weather delays; final payment only (no progress payments) upon 30-day completion; responsibility divisions whereby SAT (Superintendencia de Administracion Tributaria) handles terrain preparation, leveling, access road filling, water tanks, portable restrooms, and 24/7 security, while the contractor handles structure bases, traffic management planning, and operational traffic control configuration similar to the Rio Dulce checkpoint; and confirmation that the US Embassy will conduct final inspection and acceptance. The contractor may submit proposals with a price breakdown between design/studies and construction for reference purposes only.

RFQ 19GT5026Q0006 – GUATEMALA INL – ALTA VERAPAZ CHECKPOINT –
Questions and Answers
Q1. The RFQ and attachment mention a canvas of “24 oz” (or at least 24 oz). In the local market we only find 22 oz blackout PVC fabric that fully meets all other requirements (waterproof, flame retardant, UV/fungus resistant, 3-layer equivalent, 1-year warranty). Is 22 oz acceptable if it demonstrates equivalent or superior performance?
R1. Yes it is acceptable, as long as it demonstrates equivalent or superior performance.
Q2. Could you please provide the exact required dimensions for the awning? The “Standard Awning Cover 20M” shows 20.00 m span, but we understand the project requires 12.5 m width (parallel to the road) × 25.00 m length (transversal). Please confirm the exact dimensions and in which section they are specified. As that will require soil fill and retention walls.
R2. The spam should be 20.00 meters, as specified in the drawings. Exact dimensions should be confirmed at the site.
Q3. For the reinforced concrete counterweights: The RFQ and drawing specify “prefabricated”. Is it acceptable to cast them on-site (cast-in-place) provided they meet fc = 3000 psi, minimum 1.5 tons each, semi-buried, perfectly leveled with bubble levels, and pass all compliance tests before installation?
R3. No. Prefabricated units are required to avoid consistency of concrete and its density and not provide adequate support for the awning and containers.
Q4. For the two 40' Sea Containers: Are they standard or high-cube? What modifications are required (windows with security grilles, electrical panel, insulation, doors, A/C, etc.)? please send a floor plan.
R4. The containers are Standard. Attached find the shop drawings for the containers and their requirements, including layouts.
Q5. Are there any specific restrictions on working hours, weekend work, or traffic control / road closure on the Franja Transversal del Norte during installation? Is a basic traffic management plan required?
R5. There are no restrictions regarding the working hours and the weekend work. There is no authorization to close the road during the previous work to the installation of the awning. At the time of the final installation of the awning, coordination with local municipal authorities and SAT (Superintendencia de Administracion Tributaria) must be done thru INL, since this will be only time that the road will be closed for a minimum period (just hours). It is important to mention that usually this road closure takes place in early morning (00:00 to 4:00 am) to have a minimum impact on the traffic. Yes, a basic traffic management plan and schedule is required to request permission from the necessary authorities for the closing of the road above explained.
Q6. According to the site visit, it will be necessary to use retaining walls, soil filling and asphalt for the final finishes. Additionally, it was mentioned that there are 100 linear meters of highway right of way. Please confirm whether these 100 meters must be prepared and leveled to accommodate the containers, and the structure bases on each side of the road.
R6. Yes, the place must be prepared and leveled to accommodate the container and the structure bases. The SAT is responsible for the preparation and leveling of the terrain. The contractor will be responsible for the structure bases.
Q7. Could you please provide a general site plan or layout drawing showing the proposed distribution and location of the two 40’ containers, the semi-permanent awning, the generators and its electrical panel, security fence and the concrete barriers? This would greatly help us understand the special arrangement and prepare an accurate technical proposal.
R7. The location of the security fence and the concrete barriers are going to be placed for SAT, according to their needs, therefore no layout drawing exists, but at the time of the award, this drawing will be handled to the contractor A general overview of the location of the structures can be found in the attached sketch.
Q8. The mandatory 30-calendar-day performance period appears very tight for a project of this scope, considering the required structural/electrical certifications, material fabrication, transportation, and installation under potential traffic, etc. Would it be possible to discuss a reasonable extension?
R8. Based on our experience, the 30-calendar day performance is satisfactory.
Q9. Will the land be leveled, or will the contractor be responsible for filling both access roads?
R9. No, SAT will be responsible for either leveling and filling both access roads.
Q10. There is no space to set up the tent on-site; would it be possible to close one lane?
R10. No, there is no authorization to keep one lane closed. The only time that the road will be closed will be when the awning is installed, and it will be for the shortest period possible.
Q11. It is important to have security in place from the start and on a 24-hour basis. Will this be arranged?
R11. Yes, SAT will provide 24/7 security from the start of the construction.
Q12. Negotiations were conducted with the neighbors—have they been notified? They often claim they are unaware and request that we stop the work.
R12. Yes, neighbors and local authorities were notified.
Q13. Security must ensure that vehicle speed is reduced to 20 km/h during and after the work.
R13. We will coordinate with SAT to ensure speed reduction.
Q14. Considering the required studies, calculations, and drawings, please confirm whether the proposal should be submitted as a single lump-sum price, or if a breakdown between design/studies and construction is allowed for reference purposes.
R14. For reference purposes only, presenting a breakdown of the price is allowed.
Q15. Río Dulce Reference Please confirm whether this checkpoint should be similar in configuration and operation to the Río Dulce site, and whether it may be used as a practical reference.
R15. Yes, it has the same configuration and operation as the Rio Dulce checkpoint.
Q16. Water Tanks Please confirm whether water tanks are required as part of the project. If so, please indicate the quantity, capacity, and location.
R16. SAT is responsible for placing the water tanks at the checkpoint.
Q17. Portable Restrooms Please confirm whether portable restrooms should be included, and specify:
• quantity,
• type of units,
• service period, and
• maintenance frequency.
R17. SAT is responsible for placing the portable restrooms at the checkpoint.
Q18. Barriers / Traffic Control In addition to the 16 concrete barriers indicated, please confirm whether an operational traffic control configuration on the roadway is required, similar to that observed in Río Dulce.
R18. Yes, operational traffic control configuration on the roadway is required, similar to that observed in Río Dulce.
Q19. Approvals (SAT or others) Please confirm whether the design or construction requires approval from SAT or other Government of Guatemala entities, and whether the contractor is responsible for obtaining such approvals.
R19. No, the design or construction do not require approval from SAT or other Government of Guatemala entities.
Q20. Project Acceptance Who will be responsible for the final inspection and acceptance of the project (Embassy, SAT, or another entity)?
R20. The US Embassy will be responsible for the final inspection and acceptance of the project.
Q21. Payments (Progress Payments / Schedule of Values) Please confirm whether the contract will allow progress payments and whether submission of a Schedule of Values will be required. If so, please indicate if there is a specific format or structure to be followed.
R21. Considering that the job must be completed within 30 days, there will not be enough time to present multiple payments, therefore just a final payment is going to be made. No upfront payments will be made.
Q22. Period of Performance Please confirm the period of performance from the Notice to Proceed, and whether this timeframe accounts for weather conditions (rain) and potential delays due to external approvals.
R22. Confirming, the period of performance from the Notice to Proceed, and that this timeframe accounts for weather conditions (rain) and potential delays due to external approvals. If the contractor can prove delays that happened and were beyond their control, those should be presented to the COR for approval, and then to the CO for final approval.
