About this file

This is a Questions and Answers (Q&A) document addressing contractor operational requirements for a federal contract involving financial management and support functions at a U.S. Embassy in Georgia.

The document clarifies four key operational requirements through government responses. First, financial management, accounting, procurement oversight, compliance monitoring, and reporting functions must be performed in-country in Georgia rather than remotely from the United States, due to the time-sensitive and daily nature of these activities and the significant time zone difference. Second, while full-time presence is not required for all program personnel, contractor personnel responsible for managing funds must be physically located in Georgia on a daily basis throughout the period of performance; a hybrid model with U.S.-based management is not acceptable for fund management functions. Third, the contractor must establish a business presence or office in Georgia within 30 days of contract award with locally available personnel to support the Embassy and nine American Spaces. Fourth, the prime contractor may utilize locally engaged representatives or subcontractors to support vendor coordination and local procurement activities, provided these activities remain under the prime contractor's management and oversight. The overarching theme emphasizes that local, real-time presence and decision-making in Georgia are essential to meet operational demands and ensure responsiveness to daily requirements.

# Question Answer

1 Remote Performance May the contractor perform financial management, accounting, procurement oversight, compliance monitoring, and reporting functions remotely from the United States, provided that the contractor establishes the required office in Georgia within 30 days of award and maintains appropriate in-country support?

Remote Performance (answers questions #1 and #4) Given the daily and often time-sensitive nature of the required financial management, accounting, procurement oversight, compliance monitoring, and reporting functions, decision-making and processing must occur locally in Georgia. Performing these functions remotely from the United States would introduce delays inconsistent with operational needs, particularly given the significant time zone difference between the U.S. and Georgia. The Government requires that these functions be performed in-country to ensure timely responsiveness and effective support

2 Local Presence Does the Government expect full-time contractor personnel to be physically located in Georgia throughout the period of performance, or would a hybrid operating model with U.S.-based management and locally engaged support personnel be acceptable?

Local Presence (answers question #2 and #3) Full time work is not required for everyone working on the program, but the Government expects contractor personnel responsible for managing funds to be available on daily basis physically located in Georgia throughout the period of performance. A hybrid model with U.S.-based management is not acceptable for these functions, as personnel must be available and operational during working hours to support both the Embassy and the staff of the nine American Spaces. Local presence is necessary to ensure real-time coordination and responsiveness to daily operational demands.

3 Local Office Requirement

The solicitation states that the contractor must have an established business in Georgia or establish an office within 30 days of contract award. Could you please clarify whether a registered office with locally available personnel satisfies this requirement, or whether a fully staffed operational office is expected?

4 Local Procurement Support May the prime contractor utilize a locally engaged representative or subcontractor to support vendor coordination and local procurement activities under the prime contractor's management and oversight?
