About this file
This is an Application for Solicitation Documentation Check List for Federal Solicitation No. 19GE5026R0069, issued by the U.S. Department of State. The document serves as a compliance verification tool requiring contractors to acknowledge their ability to meet highlighted solicitation requirements before proposal submission.
Contractors must demonstrate authorization to operate and conduct business in Lebanon, the country where contract performance will occur. This requires submission of: (a) a thorough description of steps taken to investigate authorization requirements in the country; (b) detailed findings and description of licensing requirements the organization must undertake; and (c) specific timeline information for obtaining appropriate authorization. Contractors must clearly address entry and work visa requirements with documented risk mitigation plans, with notice that the U.S. Government will not provide visa assistance. Additionally, contractors must provide Irrevocable Letters of Credit (ILOCs) from a financial institution totaling 40% of the contract value, with approved amounts documented in writing. Before contract award, contractors must obtain a Unique Entity Identifier and achieve System for Award Management (SAM) registration at www.sam.gov, both of which are mandatory prerequisites. Failure to provide required documentation with proposal submission will result in technical unacceptability and removal from competition without further discussions. The solicitation is conducted under full and open competition procedures governed by United States laws and regulations. Ms. Wencke Jacobsen (JacobsenW@state.gov) serves as the Contract Specialist administering this contract.
