Basis for Award

(a) The Government will award a Purchase Order resulting from this Request for Quotations (RFQ) to the responsible vendor whose quote represents the best value to the Government.

Award will be made using the streamlined Comparative Evaluation procedures authorized under the Revolutionary FAR Overhaul (RFO) Part 12.

(b) Evaluation Process The Government will conduct a direct comparative evaluation of all compliant quotations received. Quotes will be compared side-by-side against one another based on the following simplified factors:

1. Technical Capability: The capability of the offered equipment to meet specifications, along with the thoroughness and feasibility of the vendor's proposed implementation plan and WTO GPA compliance.

2. Past Performance: Historical performance data (if available) to determine vendor reliability on similar equipment delivery and service efforts.

3. Price: Total evaluated price (inclusive of equipment, installation, and training) evaluated for fairness and reasonableness.

(c) Comparative Selection The Government will evaluate quotes side-by-side without utilizing formal scoring, adjectival rating systems, or strict mathematical weighting, to determine which quote offers the most advantageous commercial solution. The Government reserves the right to select a quote that is not the lowest priced if it provides a demonstrably better technical approach or higher past performance confidence.

Award

The Government reserves the right to seek clarifications or communicate with quoters if deemed it to be necessary.
