About this file
This is a Justification for Other Than Full and Open Competition (sole-source procurement document) from the U.S. Department of State, Office of Global Acquisitions, for an IT assistance project in Yerevan, Armenia.
The International Narcotics and Law Enforcement Bureau (INL) is seeking to award a sole-source contract to Microring LLC for Phase One of a three-phase IT procurement package valued at $893,654.00 on a Firm-Fixed-Price (FFP) basis. The requirement encompasses open-source intelligence (OSINTs), specialized servers, and IT hardware designed for data extraction and analysis specific to law enforcement operations for the Government of Armenia's Ministry of Internal Affairs (MOIA). The justification cites urgency and criticality based on commitments made at the Washington Peace Summit and White House priorities under the U.S.–Armenia "Crossroads of Peace Capacity Building Partnership" Memorandum of Understanding, specifically addressing cybersecurity capacity building. Market research indicated that delivery requires a minimum of 90 days from award, and Microring LLC is identified as the only in-country vendor capable of meeting the timeline and requirements. Additional justification includes Microring LLC's unique certifications from specialized vendors (GrayKey/Magnet and others), possession of non-disclosure agreements, direct relationships with OSINT enterprises, expertise in designing customized forensic servers with highly specialized components that are difficult to procure, and previous experience with Regional Procurement Support Office (RPSO) contracts. The contracting officer has determined the $893,654.00 price to be fair and reasonable. INL plans to conduct Phase 2 and Phase 3 procurements later in 2026, which will be evaluated for potential competitive procurement viability.
