About this file
This is an Application for Solicitation Documentation Check List for solicitation #19GE5025R0054, which contractors must complete to receive the solicitation package for a consular audio system replacement project at the US Consulate General Shanghai. The checklist requires contractors to acknowledge three key requirements: 1) Authorization to operate and do business in China, including steps taken to investigate requirements, findings about licensing needs, and timeline for obtaining authorization; 2) Ability to work in China with a clear plan for handling visa issues without US Government assistance; and 3) Proof of access to Irrevocable Letters of Credit (ILOCs) totaling 40% of the contract value, demonstrated through a letter from a financial institution.
The document specifies that contractors must have a Unique Entity Identifier and be SAM registered before contract award. The solicitation will use full and open competition procedures under US laws and regulations, with Ms. Wencke Jacobsen serving as the Contract Specialist. Failure to provide the required documentation with the proposal may result in technical unacceptability and elimination from competition. This checklist is part of a broader solicitation for a $500,000-$1,000,000 project to replace intercommunication systems at 29 consular windows in Shanghai.
