About this file

This is a Questions and Answers document (Attachment 5) for Solicitation No. 19GE5025R0003 regarding Locally Employed Staff Health Insurance at the U.S. Embassy in Georgetown, Guyana. The document clarifies several key details about the solicitation, including current enrollment numbers of 113 employees (35 Employee Only, 21 Employee Plus One, 57 Family) plus an additional 20 Peace Corps staff members as riders (9 Employee Only, 2 Employee Plus One, 9 Family).

The Q&A addresses important aspects of the procurement including: confirmation that claims data from ORE employees is not included, clarification that this is a full and open competition with no preference for local providers, specification that Form W-14 applies only to prime contractors, confirmation that out-of-country medical expenses will be covered under the same limits as in-country expenses, and establishment that pricing should be in Guyana Dollars. The document notes there was a previous contract not issued by RPSO but does not identify the incumbent provider. References are made to additional attachments containing claims data (Attachment 7) and average insured member counts (Attachment 6) for the past 5 years from 2019-2023.

Queson 1: The total number of employees as per the data provided under Secon B.8. PRICING is 87 (i.e., 31 Employee Only + 20 Employee Plus One + 56 Family). However, the census in Exhibit A - Employee Stascs states that the total number of employees is 560 (i.e., 60 Female Employees and 500 Male Employees). Secon B.8 PRICING is 113 (i.e. 35 Employee Only + 21 Employee Plus One + 57 Family)

Peace Corp as Rider is not included in the total above. We have included it here for reference:

20 (9 Employee Only + 2 Employee Plus One + 9 Family)

The informaon in Exhibit A is inconsistent with Human Resources records. Please see correct informaon atached.

Queson 2: Please provide claims data for Health Insurance for the last 5 years – 2023, 2022, 2021, 2020 & 2019. It is standard pracce in the insurance industry (and in other Department of State insurance solicitaons) to provide this informaon to ensure equal/fair opportunity for all offerors in an open solicitaon.

Answer to queson 2: Please see Atachment 7 – Claims Data.

Queson 3: Please confirm if the claims data includes claims from ORE Employees.

Answer to queson 3: Claims data does not include claims from ORE.

Queson 4: Please provide average insured member counts for Health Insurance for the last 5 years – 2023, 2022, 2021, 2020 & 2019. It is standard pracce in the insurance industry (and in other Department of State insurance solicitaons) to provide this informaon to ensure equal/fair opportunity for all offerors in an open solicitaon.

Answer to queson 4: Please see Atachment 6 - Average insured member count.

Queson 5: Eligibility of Insurance Providers:

Answer to queson 5: This is a full and open compeon requirement.

Queson 6: Form W-14 Requirements:

Does Form W-14 (Atachment 3) apply to subcontractors, or is it only required for the prime contractor?

The solicitaon specifies out-of-country treatment and medical travel coverage. Is there any flexibility regarding the provider network, parcularly for insurers without a significant local presence?
