About this file

This document is a Combined Synopsis/Solicitation for the Supply and Delivery of Uniforms for Internal Security Forces (ISF) Personnel at the U.S. Embassy in Beirut, Lebanon. The U.S. Department of State, Office of Acquisition Management is seeking proposals for various uniform items including wool sweaters, berets, belts, socks, uniform sets, t-shirts, boots, and field jackets. The solicitation is set up as a Lowest Price Technically Acceptable (LPTA) approach, with award of a single firm-fixed price contract. Offerors must submit proposals by December 16, 2024, and the government will evaluate technical capability, past performance, and pricing. Delivery of the uniforms is required within 90 days after approval of samples. The contract will be payable in the currency proposed by the offeror and will not allow for any adjustments due to cost escalation. This is a set-aside for small business concerns, and the government will conduct contractor vetting as a condition of award.

The total price shall include all labor, equipment, delivery charges, materials, overhead, profit, insurance, warranty, customs clearance, and all other expenses necessary to deliver the required supplies. No additional sums will be payable on account of any escalations in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract.
