Customized English Language Training Program for the US Embassy in Yerevan, Armenia.

Questions and Answers

Q1. Is this the first time this program is running? If not, who is the current provider? What is the most recent contract value?

A1. There is no current provider as this requirement was not awarded in the last years.

Q2. Measures of Success, the following are listed: “…beginners’ (1,2) level”, “intermediate (3,4) level…”, “…advanced (5,6), level…”. Can you please clarify what is meant by these additional numbers? Are there sub-levels (i.e. beginner low, beginner high, etc.) within each level? If so, please provide further explanation and description of the sub-levels.

A2. For ease of reference, we determined three levels of language program, i.e. beginner, intermediate and advanced. Language organizations might have more detailed breakdown of modules within each level, i.e. level 1 and 2 combined qualify as “beginners”, level 3 and 4 respectively “intermediate” and level 5 and 6 – “advanced”. Please, note that this is one of the many approaches possible to categorize level languages and it is used for reference purposes.

Q3. Under Project Description and Scope, it states that any student “may enroll in two courses (e.g., beginners’ level + intermediate level or intermediate level + advanced level), depending on their aptitude.” Can you please clarify how this will be possible given that the company, “must have the capacity to offer a minimum of six simultaneous evening classes”? As we understand it, all classes may run simultaneously and thus it would be impossible for a student to attend both levels. Can you please clarify?

A3. One student enrolls for example in a beginner level, studies for two month and graduates. After that he expresses desire to continue/enroll in next level course. In that case the Government plans to offer a second/upper-level course opportunity, which in this example will be “intermediate”. That way the same student will enroll in further/follow two-months of next level course, thus studying for four months (two two-months courses, one after another, second being one level up). The same student can’t attend both level courses within same timeframe.

Clin 0001.b inserted with amendment 001 is including the option that will be exercised, in case of optional extra courses are requested by the students.

Q4. The Scope of Work refers to evening classes; can you please provide the specific timeframe when classes are expected to be held?

A4. The classes shall start from 18:30 on, as students will be working full time.

Q5. Project Description and Scope: “Each course shall be held over a period of up to three months (or distributed over six months, if preferred).” Can you please clarify how many hours make up each course?

A5. Ideally each course being should be delivered for two months, three times per week, with two-three hours class per each day.

Q6. “Measures of Success” – will further details and specific goals regarding the measures of success be provided?

A6. Not sure what specific goals or details are expected to be received.

Q7. Submission of Offers, 4. Terms of Warranty, can you please clarify what is needed to fulfill this requirement?

A.7 This requirement has been removed with Amendment 001.

Q8. Submission of Offers, 7. Past Performance, can the offeror provide more than three past performance references?

A8. Past performance information shall include recent and relevant three (3) contracts for the same or similar services.

Q9. Pricing Table, “English Group Class (level 1 to 4)” however, Project Description and Scope states “the contractor shall provide three-level language courses: beginners, intermediate and advanced levels.” Can you please clarify what is meant by levels 1 to 4 in the pricing sheet? Please confirm how many levels will be taught.

A9. There will be three levels that will be taught, beginners, intermediate and advanced levels

Q10. Please confirm that VAT does not apply to U.S. companies.

A10. VAT will not apply to US Companies on this procurement.

Q11. What is the expected timeline for decisions to be made and for the contract to be awarded?

A11. The government expects to make a decision between last week of September and first week of October.

Q12. While our company does not meet the specified minimum requirement of 10 years of organizational experience providing English language training specifically for law enforcement professionals, I would like to highlight that, as an individual, I have over 10 years of experience tutoring English. Additionally, our staff that we plan to hire for this project will meet or exceed the required qualifications in this specialized field. Is that acceptable?

A12. Yes it would be acceptable.
