About this file

This document is a solicitation (Solicitation Number: 19GE5024Q0028) for the supply and delivery of one (1) Chevrolet Express vehicle (Brand Name or Equal) for the U.S. Embassy in Moldova on behalf of the Office of Export Control and Related Border Security (EXBS). The evaluation of offers will be based on the Lowest-Priced, Technically Acceptable (LPTA) approach. The key specifications include a 5.3L engine with a minimum of 350-400 HP, and the vehicle must be a cargo type. The solicitation includes responses to questions from prospective offerors, clarifying that the vehicle specifications are for a cargo van, not a passenger van, and that the 5.3L engine requirement is an important technical evaluation factor. The issuing agency is the Department of State Office of Acquisition Management.

To prospective offerors:

The U.S. Government has received the following questions / clarifications to solicitation

19GE50-24-Q-0028

Question 1: Are you just looking for a 12-15 pax van that meets the spec listed?

Answer 2: see answer 2.

Question 2: Is the specification of the vehicle cargo or pax?

Answer 2: The specification of the vehicle shall be cargo!

Question 3: Chevy doesn’t sell cars in Europe in anymore. Are you just looking for a

12-15 pax van that meets the spec listed? Is it cargo or pax?

Answer 3: The vehicle shall be cargo at the specifications provided with the RFQ.

Question 4: Can I propose alternatives that meet all requirements but have smaller engines? What is the minimum HP requirement- that would probably be the better question to ask.

Answer 4: The minimum HP requirement is 350-400 HP.

Question 5: How important is the 5.3 L engine requirement? This is Europe so big engines are really frowned upon when a smaller turbo engine can do exactly the same thing with less petrol.

Answer 5: The 5.3. L engine requirement is an important key factor for technical evaluation and shall be without turbo.
