RFQ No. 19GE5023Q0045 Questions and Answers (Q&A) U.S. Embassy Kyiv, Ukraine Page 1 of 3 Radio Equipment Accessories
Questions and Answers (Q&A)
RPSO has received the following questions (Q) and is hereby providing the following answers (A).
1. Q: Please confirm if you require the VHF variant of the SLR5500 repeater as the
DM4600e are VHF.
A: We do not require repeaters. We asked for accessories to the SLR5500 repeater. Repeaters that we have are VHF.
2. Q: We have been informed it could be lengthy lead time can the UHF repeaters.
Possibly a few years to meet the required qty. Would you allow for partial delivery.
A: As we didn’t ask for UHF repeaters partial deliveries will not be preferrable.
3. Q: Could you please provide information for below mentioned:
• (line item 01) Part number and list of accessories required in a set.
• (line item 02) please confirm it with magnetic base or through hole mount and the frequency.
A: Yes
Line item 01 - Duplex filter parameters: Frequency range: 136-174 MHz;
Separation between the reception and transmission channels: 15 MHz; The maximum input power (continuous) is 50W. In addition to the filter, you need cables to connect it to the inputs of the repeater (or to each duplexer: Belden
H155 coaxial cable - 1 m, BNC Male connector for H 155 cable - 2 pcs. and
N-Male connector for H155 cable - 2 pcs. to make these cables independently)
Line item 02 - A stationary dipole antenna is needed for the repeater, which will be installed on the mast in the future, the type of antenna RAD1504 is indicated by mistake, the operating range of the antenna is 154-171MHz.
4. Q: The current requirement for duplex filter is the following:
“1.1 Duplex filter with a set of cables for connection to inputs of the repeater and junction between the channels of reception and transmission at a maximum power of the repeater not less than 75 dB and spacing of 10 MHz between carriers of these channels, type DSPR1501-C6 (spacing of 10 MHz between carriers of these channels)”.
Typically for this type of equipment and based on normal intended use, a 15 MHz carrier spacing is required for these channels.
Please confirm that end-user really needs spacing of 10 MHz not 15 MHz between carriers of these channels.
A: The separation between the reception and transmission channels of the duplex filter that is required - 15 MHz
5. Q: RAD4201A – Motorola Solutions Mobile Antenna BNC (162-174MHz) or
Mobile radio antenna DLM136.3MO.
Is this a car or base (fixed) antenna? Where this antenna is planned to be installed
(For example, car antennas are mounted on a magnetic base, gutter bracket, trunk
U.S. Embassy Kyiv, Ukraine Page 2 of 3 Radio Equipment Accessories bracket, etc., and basic (stationary) antennas can be equipped with a pipe rack, beam, or pole.
If it is a car antenna, it is recommended to use a magnetic mount in order not to damage the car body, which in turn may void the car warranty.
Please clarify which type of mount is most suitable for the end user.
A: Magnetic base is required.
6. Q: When referring to FOB, it means "originating port", so is this a mistake?
Is it FOB or CIF or any other?
A: The Equipment shall be delivered on F.O.B destination in accordance with
FAR clause 52.247-34, F.o.b. Destination (Nov 1991):
The term "f.o.b. destination," as used in this clause, means-
(1) Free of expense to the Government, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The
Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or
"constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the
Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item568 of the National Motor
Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item568 are delivered, unloading
(including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
