About this file
This document contains questions and answers related to a federal solicitation for the supply and delivery of satellite phones. The solicitation seeks prepaid satellite phones to provide 60 minutes of talk time total over a 180-day period of performance. The solicitation does not require offerors to itemize SIM cards separately in their price proposals. The solicitation is full and open competition and was issued by the Department of State Office of Acquisition Management for the U.S. Embassy in Kyiv, Ukraine. The answers clarify that the required minutes are 60 minutes total rather than 60 minutes per month, and that the service should be prepaid rather than postpaid.

19GE5022Q0045_00001 Questions and Answers
1. Q: Is this a full and open opportunity or is this a small business set aside?
A: Full and open competition.
2. Q: For the service activation plan could you verify the following:
1. Is the service to be prepaid or postpaid?
2. Is the service to include 60 mins per month or for the entire 180 days?
Difference between prepaid and postpaid sim cards:
• Prepaid - 200 minutes for 6 months. However, if the 200 minutes are used before 6 months more minutes will need to be purchased. The sim cards will expire in 180 days.
Deactivation not required. Top up of the sim anytime during the 180 days will extend the Sim another 270 days before expiration.
• Postpaid - A monthly plan of either 10 minutes or 75 minutes per month. The 10-minute plan also includes 10 SMS per month. They will never run out of the mins because they would be charged extra for using more minutes over the allowance plan. Deactivation is required once the plan is done
A: The service should be prepaid. The service is included for the entire 180 days
3. Q: Would the Government please clarify if the minimum 60 minutes of required talk time is 60 minutes per month, or if the requirement is 60 minutes total for the entire Period of
Performance?
A: 60 minutes total for the entire Period of Performance
4. Q: Does the Government require SIM cards to be a separate line item in the Offeror’s price proposal?
A: No, the Government doesn’t require that.
