COMBINED SYNOPSIS AND SOLICITATION (BRAND-NAME or EQUAL)
SOLICITATION NUMBER 19GE5021R0053
SECTION I - THE SCHEDULE
1.1 BACKGROUND
The requirement is to provide point of view (POV) body worn cameras (BWC), servers, storage and evidence management system to complement and expand the existing BWC system at the
Ministry of Interior (MoI) of North Macedonia.
The current system is deployed in three of the eight Sectors of Internal Affairs (SIAs) covering 35% of the whole territory of the Country. The associated evidence management system has proven to be an excellent management tool accessible by the top management of the MoI including the
Minister of Interior and the Director of the police. With a single logon to one system the first people of the police service have direct oversight of the performance of the police traffic officers on the field, through which they monitor the achievement of the strategic goals. The Heads of Traffic
Safety Department have daily oversight in the deployment of police officers, their performance, and through performance analysis they can easily plan for future professional development by planning training events and updates of the policy. It is of utmost importance to provide expansion to the existing system that will allow the management to oversee the work of the police through one system and with one single logon. The system allows for logging in from multiple computers and oversight to multiple locations across the country.
As identified in the 2017 ICITAP assessment of the MoI and the 2018 INL assessment, the police suffer from many deficiencies, or the perception of deficiencies, including lack of transparency, U.S. CONSULATE GENERAL
