Embassy of the United States of America

Beirut, Lebanon

Combined Synopsis and Solicitation 19GE5021Q0036

Questions and Answers

Q1: Where is the Analog Mixer location? Is it in the Judge Room? And what is the distance between Analog mixer and Judge Laptop?

What is the USB cable length?

A1: The analog mixer location will be Inside the Rack (cabinet) to be installed on the floor in the court room. Distance is based on the location of the rack. Mainly the rack that houses the UPS and Mixer and Amplifier will be located at the corner of the room at the wall just behind the main desk.

USB cable length varies between 10m and 15m based on room dimensions.

Q2: Where are the LCD projectors and LCD screens located?

Do they replace the 65”TV screens in some rooms or they should work in parallel?

A2: No the LCD projectors and LCD screens do not replace the TV Unless the TV is not working it will be used instead. They do have other usages in the same court room.

Q3: How will the LCD projector be mounted? What kind of bracket is needed, wall mount or ceiling mount? Same question for the projection screens mounting?

A3: The projector should have its own table to be placed on. The screen is to be mounted on the supplied tripod.

Q4: Minimum 4 speakers /Room: For small courtrooms can we reduce to 2 speakers/ room to avoid feedback issues?

A4: No

Q5: Large rooms with 6 speakers each 60W total 360W, but “Mixer Power amplifier” rated power is 240w. Do you accept to reduce speaker’s power tab to 30-40W to match amplifier’s power?

A5: No, speakers power should stay the same. If technically needed, then bidders should provide an amplifier with larger capacity than 240W.

Q6: Do we have any Acoustical treatments for Tripoli courtroom height 10M and other rooms with height more than 4 M Beirut, Saida etc...?

A6: Court rooms do not have Acoustical treatment

Q7: Are Judge, Prosecutor, and lawyers are in the same room, when over zoom with microphones and laptops, or each in a separated room? If same room we have feedback issues, are you considering a proper separation between 3 of them?

A7: All are in the same room over Zoom. Some lawyers or parties or even judges may be online also from other locations. If you have noticed, the solution design is having a Mixer with Microphones connected to it will solve this feedback issue. All Laptops built-in microphones will be kept always off and are disabled. (MAY YOU REVIEW THE DESIGN)

Q8: Do we have a duplicate Microphones case in each room when using Zoom: Gooseneck microphone and laptop microphone? How it will be managed if it is in the same room?

A8: All Laptops built-in microphones and speakers are always muted and Off. Only Gooseneck microphones are enabled. This design will give best voice quality.

Q9: If we mute laptop microphone how will the prison person hear conversation?

A9: It seems the company asking this question is not familiar how this solution works !

The Mixer do have a sound card built-in, and this mixer is connected to main Laptop via USB. This will provide two-way conversation where the prisoner hears the speech/speakers in the court room and in-turn his speech is heard in the court room.

Q10: Rack 19”: Required rack type was Syslink 22U full steel with front door, but description stated Combo 18U case with Aluminum reinforced with plywood. Can you please clarify if required type is full steel or flight case Aluminum plywood?

A10: The brand does not have to be Syslink but an equivalent brand is acceptable. The rack should not be of the type “flight case Aluminum plywood” because this rack is not moving and will stay in the same place where it is going to be located and installed. The front door is preferred to be metal with lock instead of glass for security reasons.

Q11: What is the distance between Laptop and webcam (Length of the

USB cable)?

A11: The webcam might be used with Desktop too. At least 2 meters.

Q12: LCD projectors may need an HDMI Cat6 extender, in case of distance from ceiling bracket to laptop is more than 20M, as well as and HDMI splitter/switcher to split signal with 65” TV it is not mentioned in the offer, do you recommend us to include them in our quotation?

A12: No

Q13: Any plans to appoint a person by the court to be in charge of technical in each location to serve and train Judges, clerk, lawyers.

Supplier/installer will train and support this specific person in charge, in case of any technical issues during a court session?

A13: Yes two persons will be appointed in each Judicial palace/Court room. However, the supplier support is always needed during the entire period of the contract.

Q14: What is the Delivery time required after contract award?

A14: Refer to the RFP/Tender document

Q15: Is it possible to change some items’ specifications (clarifying why?

For less cost and better functioning of the system)?

In order to have exactly similar systems as the ones we are installing now.

A15: No. Unless there is a valid and solid justification that leads to improvement. In case there is a change, then it will be shared with all bidders for equal opportunity.

Q16: Is it possible to supply some items from Chinese manufacturers with ISO & CE certifications?

A16: First it should meet our TOR specifications plus the ISO & CE certifications, and the percentage of such products must not exceed 20% regarding the cost the project.

Remark: Any bidder must have a Lebanese local partner to be able to do in the courts inside Lebanon the installation/deployment/training/support/maintenance/warranty as stipulated in the TOR already sent.

Please review the already sent TOR and Design for the details about the project.
