Statement of Work (SOW) Albanian State Police (ASP) Database Servers and Oracle Licenses

GENERAL

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.

INL, through the U.S. Department of Justice International Criminal Investigative Training and Assistance Program (ICITAP) in Albania, has committed extensive resources to foster the long-term strategic and organizational changes required within the Albanian Ministry of Interior (MOI) to enable the successful and sustainable implementation of its IT infrastructure. US Embassy, Tirana, Albania believes the development of a modern IT system is a crucial element for law enforcement reform in Albania and strongly supports the Albanian State Police’s (ASP) efforts in this area. Through the use of modern integrated information management systems, ICITAP has improved the ASP’s capability to fight terrorism and organized crime; combat trafficking-in-persons, narcotics, and vehicles; document police performance; handle criminal case evidence, and manage police resources.

The database servers supporting the ASP information technology system require upgrading prior to integration of the PISCES system which is being fielded by the Department of State Bureau of Counter Terrorism (CT).

DESCRIPTION

The U.S. Department of State, International Narcotics and Law Enforcement (INL US Embassy Tirana) has a requirement for the purchase and delivery of two new database servers and eight Oracle database licenses. The company responding to this SOW shall agree to furnish the proposed products in accordance with the conditions, requirements, and specifications of this SOW.

CONTRACT TYPE

The Government intends to award a single, firm fixed-price contract to the responsible offeror whose offer is evaluated as the lowest-priced and technically acceptable. The total price below shall include all labor, travel expense (if any), materials, overhead, profit, insurance, and all other expenses necessary to deliver the required items. No additional sums will be payable on account of any escalations in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in currency exchange rates.

ALL OR NOTHING

The Government is allowing complete offers only; incomplete offers will not be considered.

REQUIREMENTS

The items being acquired will be donated to the Government of the Albania in furtherance of INL programs. The equipment and software described below are required on a brand name basis. The Department of State requires European 220V products with standard Schuko plugs. Bill of Materials is included in Attachment 1.

BASIS FOR AWARD

The Government intends to award a contract resulting from this solicitation to the responsible offeror (as determined within the meaning of FAR Part 9, paragraph 9.104), whose offer conforms to the solicitation, and is determined to be the most advantageous to the Government, price and other factors considered. The evaluation will be conducted in accordance with the procedures set forth below:

(i) Pricing The Unit Price of each Line Item will contain all required costs, except shipping costs and Value Added Tax (if applicable). Shipping costs from point-of-origin to destination (Tirana, Albania) and VAT shall be recorded separately.

(ii) Technical Capability The proposed items shall meet all of the technical specifications and the delivery terms contained herein. The offerors shall provide with their proposal, at a minimum, existing product literature in English, to substantiate the acceptability of their offered products in accordance with this solicitation. In addition, the offerors shall provide: (A) A delivery plan providing for delivery within 90 calendar days of award to the final destination. The plan must include the method of shipping and the route on which the equipment will be shipped. (B) Warranty provisions. Supplier should certify that the warranty and products subject of this tender will be purchased by Dell and Oracle legal channels; warranty should be valid for the Albanian territory.

(iii) Past Performance The offerors shall list a minimum of three contracts and/or subcontracts that they have held over the past two years to demonstrate their prior experience in supplying Information Technology equipment in the required categories to companies, organizations or other Government entities. Any additional information, such as letters, associations and standards to substantiate the past performance shall be furnished by the offeror. The offeror shall provide the following information for each contract and/or subcontract: (A) Customer's name, address, and telephone numbers of customer's lead contract and technical personnel; (B) Type and category of IT equipment; (C) Contract number; (D) Contract dollar value; and (E) Any terminations (partial or complete) and the reason (convenience or default). Technical capability and past performance must both be satisfactory for the offer to be considered “technically acceptable”.

(iv) Other Requirements:

- New equipment ONLY, NO grey market or refurbished products. Items must be in original packaging, never used, and not altered in any way.

- Proposals MUST be dated and signed.

- Proposals must be good for 90 calendar days after submission.

- Proposals must contain offeror’s DUNS number.

- Offeror must be registered in the System for Award Management (SAM) database before submitting an invoice. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/.

- All proposals and other correspondence must be in the English language.
