About this file

This is a Combined Synopsis and Solicitation issued as Request for Quotations (RFQ) No. 19GE5026Q0111 for the design-build construction of a warehouse at the U.S. Embassy Kolonia, Federated States of Micronesia. The contractor must furnish all supervision, labor, materials, equipment, transportation, permits, and incidentals necessary to complete the project as described in the Statement of Work, specifications, drawings, and technical documents. This commercial acquisition is not set aside for small business concerns and is conducted under FAR Part 12 simplified procedures supplemented by FAR 36 construction policies.

The acquisition employs a two-phase advisory down-select quotation process designed to reduce preparation costs for industry and the Government. Phase One requires quoters to submit concise technical information and a Rough Order of Magnitude (ROM) price, after which the Government will advise whether proceeding to Phase Two is recommended. This recommendation is advisory only; quoters may submit Phase Two quotations regardless. Phase Two constitutes complete quotations evaluated on a comparative best-value basis, with award made only after Phase Two evaluation. Participation in Phase One does not guarantee award or imply inclusion on any shortlist. The contract line items, quantities, units of measure, delivery schedules, and contract clauses are contained in Attachment 2 (Sections B through J). Detailed submission requirements and evaluation procedures are in Attachment 4 (Sections L and M). Section J Attachments are available separately through FAN.gov and require explicit access requests sent to the Contract Specialist at MambaKG@state.gov, including company name and physical address, requestor name, and representative contact information. Quoters are strongly encouraged to request access early, as no access will be granted as submission deadlines approach or after RFQ closure.

COMBINED SYNOPSIS/SOLICITATION

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation No. 19GE5026Q0111 is issued as a Request for Quotations (RFQ) for the Design-Build Construction of a warehouse at the U.S. Embassy Kolonia, Federated States of Micronesia.

This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii) Line Items

Contract Line-Item Numbers (CLINs), quantities, units of measure, and any options are provided in Attachment 2 – Schedule (Sections B through J).

(iii) Description of Requirement

The contractor shall furnish all supervision, labor, materials, equipment, transportation, permits, and incidentals necessary to design and construct a warehouse, as fully described in the Statement of Work, specifications, drawings, and other technical documents included with this solicitation.

This acquisition uses a two-phase advisory down select quotation process intended to reduce quotation preparation costs for both industry and the

Government. During Phase One, quoters will submit concise technical information and a Rough Order of Magnitude (ROM) price to enable the

Government to determine whether a quoter appears to have a reasonable likelihood of being competitive for award. Following this assessment, the

Government will advise quoters whether it recommends proceeding to Phase

Two. Such recommendation is advisory only; any quoter from Phase One may submit a Phase Two quotation regardless of the Government's recommendation.

The Government will perform a comparative best-value evaluation using complete Phase Two quotations.

Quoters are advised that participation in Phase One does not guarantee award in

Phase Two or imply inclusion in any “shortlist” or “select list,” as no such list is created under this acquisition.

Phase Two constitutes the submission of complete quotations for the purpose of conducting a comparative best-value evaluation in accordance with the solicitation’s evaluation criteria. Award will be made only after evaluation of

Phase Two quotations. The Phase One advisory process does not form part of the final evaluation other than as a procedural step to manage quotation effort.
