Scope of Work Summary
This is a Scope of Work (SOW) document issued by the U.S. Embassy in Libreville, Gabon, for conference space and event services. The document is bilingual (English and French) and requests quotations for a multi-day workshop organized by the U.S. Department of Justice titled "Timber Trade Enforcement and the Promotion of Legal Supply Chains," scheduled for May 18–22, 2026, with a quotation due date of May 4, 2026.
The contractor must provide conference facilities for approximately 125 participants over four full working days, including pre-event access on May 17, 2026, at no additional cost. The main conference room requires round tables seating 8–10 participants per table, one podium, a back table for materials, registration tables, and each table must be equipped with bottled water, mints, notepads, and pens. The setup must accommodate an event backdrop behind the podium with installation support provided by the contractor. An additional small breakout/staging room for 8–12 participants must also be provided in close proximity to the main room, equipped with Wi-Fi, basic furniture, and electrical access, available throughout the entire event duration.
Equipment and connectivity requirements include reliable high-speed Wi-Fi supporting hybrid presentations via Teams or Zoom, 5–7 flipcharts or whiteboards with markers, printer/copier access, and minimum 1–2 power strips per table. For audio-visual support, the contractor must provide either three projectors and three screens (preferred) or a minimum of two projectors and two screens, one podium microphone, two wireless microphones for audience use, and on-site technical staff available throughout the event to operate AV equipment and manage presentations on three separate laptops. The conference room must accommodate three simultaneous interpretation booths with adequate space, layout, and power supply; interpretation booths and equipment may be optionally provided as a separately priced item if available.
Catering services for approximately 125 participants must include clear, itemized daily pricing. For the four standard conference days, the contractor shall provide morning coffee breaks, buffet lunches, and afternoon coffee breaks, with consistent pricing across days unless justified, vegetarian menu options, and non-alcoholic beverages only (water, soft drinks, coffee/tea). For the designated field visit day, the contractor shall provide takeaway morning snacks, boxed lunches (including water and soft drinks), and additional bottled water for distribution, with quotations reflecting conference room rental only for that day (no standard catering package). Base quotations must be calculated for 125 participants, with offerors indicating whether reduced pricing is available for approximately 100 participants, and all pricing must be clearly itemized to allow adjustments based on final attendance numbers.
The contract is awarded on a firm-fixed-price basis using open market procurement with no set-aside restrictions. The evaluation criterion is lowest price, technically acceptable. Offer validity is 30 days, with payment terms of Net 30 days after receipt of invoice and acceptance of services. Payment may be executed via MIPR funds or the ICASS funding system. Services are to be delivered during the period of performance (May 18–22, 2026), with all quotations including delivery to FOB Destination as specified in the final contract.
