Dear Prospective Quoter:
Subject: Request for Quotations number 19GB5025Q0005
Enclosed is a Request for Quotations (RFQ) for potable water testing services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a pre-quotation conference at the site, The pre-proposal conference will be held on Tuesday April 8, 2025, at 10:00 a.m. (local time) at the US Embassy
Libreville. Prospective offerors/quoters should contact Judith Abourou by Friday April 4, 2025, at
12:00 p.m. for additional information or to arrange entry to the building.
Quotations are due by, Friday April 25, 2025, at 12:00 p.m. local time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

I. PERFORMANCE WORK STATEMENT
A. DESCRIPTION
The American Embassy in Libreville requires potable water testing services. These services shall be rendered in compliance with overseas Building Operations testing standards as outlined in the attachment A.
B. TYPE OF CONTRACT
This is a firm fixed price contract payable entirely in local currency (CFA). Prices for all
Contract Line Item Numbers (CLIN) shall include proper disposal of toxic substances. No additional sums will be payable for any escalation in the cost of materials, equipment or labor, or because of the contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required. The contract price will not be adjusted due to fluctuations in currency exchange rates.
The contract will be for a one-year period from the date of the contract award, with three one-year options.

VALUE ADDED TAX. Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL INFORMATION:
The United States Embassy in Libreville, Gabon requires professional services and contractor cost proposals to perform water testing (laboratory analysis) on its potable water. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
2. PROJECT REQUIREMENTS:
The Contractor shall perform water testing as described in this STATEMENT OF WORK. The objective of this contract is to procure laboratory analysis services to support water quality monitoring in compliance with Overseas Building Operations Standards.
DESCRIPTION OF EQUIPMENT *:

3. DEFINITIONS:
3.1 CONTRACTOR: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
3.2. CONTRACTING OFFICER (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
3.3. CONTRACTING OFFICER'S REPRESENTATIVE COR: An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
3.4. DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.
3.5. DELIVERABLE: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
3.6. KEY PERSONNEL: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the
PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
3.7. PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.
3.8. QUALITY ASSURANCE: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
3.9. QUALITY ASSURANCE SURVALLENCE PLAN: An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
3.10. QUALITY CONTROL: All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.
3.11. WORKDAY: The number of hours per day the contractor provides services in accordance with the contract.
3.12. WORK WEEK: Monday through Friday, unless specified otherwise.
4. SCOPE OF WORK - - WATER LABORATORY ANALYSIS
4.1. General Requirement: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform service for laboratory analysis to support water quality monitoring as defined in this Performance Work Statement. All personnel working in the vicinity shall wear and /or use appropriate safety protection while work is performed. Any questions or injuries shall be brought to the attention of the Post COR and Occupation Safety and Health Officer (POSHO).
4.2. Scope: Work consists of laboratory analysis of water and sediment samples collected.
Collected samples will be analyzed by the selected laboratory for various physical, chemical, biological, and bacteriological water quality and sediment parameters. Contractor shall follow strictly instructions contained in Attachment 1 while performing under this contract.
One sample/test per line item is required. Additional testing may be required if a doubt exist on a result.
4.3. Physical security: Contractor shall ensure that:
• Water tests are performed in a professional laboratory with calibrated tools and equipment approved by the water testing industry to be used for the related tests.
• Testing and sampling are performed according to industry standards with sterilized tools, equipment, and containers as well as required protective equipment such as gloves, mask, suits, etc.
The contractor shall perform to the standards set forth in this contract (refer to “Test method valid data range” in Attachment 1).
4.4. Sample Location: Samples collections are located in the US Embassy Libreville compound and specific locations are listed in Attachment 1.
4.5. Checklist Approval: The Contractor shall submit to the COR a schedule and description of water testing tasks which the Contractor plans to provide. The Contractor shall prepare this schedule and task description in a checklist format for the COR’s approval prior to contract work commencement.
The technician shall sign off on every item of the checklist and leave a copy of this signed checklist with the COR or the COR's designate after the sampling collection.
4.6 Testing Frequency:

5. PERSONNEL, TOOLS, CONSUMABLE MATERIALS AND SUPPLIES
5.1. Personnel. The Contractor shall provide trained and qualified technicians to perform the service at frequencies stated in Attachment 1. The Contractor shall have the appropriate tools and testing equipment for sampling collection and analysis, as required by this Contract. The
Contractor shall provide all of the necessary materials and supplies and service under this contract, as indicated in the General requirement of this scope of work.

The contractor is required to provide the Curriculum Vitae of key personnel who will perform under this contract. Number of years of experience shall be a minimum of 2 years.
We expect to have trained personnel that meet the below positions or similar positions to provide water testing services.
Laboratory Analyst
• 2–5 years of experience in a certified environmental or water testing laboratory.
• Experience with microbiological, chemical, and physical water quality analysis.
• Familiarity with laboratory instruments (e.g., spectrophotometers, pH meters).
Environmental Scientist/Water Quality Specialist
• 3–7 years of experience in water quality assessment and reporting.
• Knowledge of regulatory compliance.
• Experience interpreting test results and recommending corrective actions.
Project Manager/Supervisor
• 5+ years managing water testing projects.
• Experience overseeing field technicians, ensuring compliance, and coordinating with regulatory agencies.
• Strong reporting and client communication skills.
5.2. Contractor furnished materials will include but not limited to appropriate tools, testing equipment, safety shoes and apparel for technicians, hands, hearing and eye protection, MSDS, cleaning material. The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.
5.3. Disposal of toxic substances. The Contractor is responsible for proper disposal of toxic/hazardous substances. All material shall be disposed of according to Government and Local law. After proper disposal the contractor must show proof of authorized disposal of these toxic/hazardous substances.
5.4. sampling containers. The Contractor shall perform laboratory testing by taking samples and sending them to a certified lab. Sealed containers shall be used for this purpose and shall have appropriate protection to avoid any contamination. Contractor shall confirm with the Embassy their schedule of testing between different systems before beginning sampling.
6. Standards of Conduct
6.1.General. The Contractor shall maintain satisfactory standards of employee competency, conduct, cleanliness, appearance, and integrity and shall be responsible for taking such disciplinary action with respect to employees as may be necessary. Each Contractor employee shall adhere to standards of conduct that reflect credit on themselves, their employer, and the
United States Government. The Government reserves the right to direct the Contractor to remove an employee from the worksite for failure to comply with the standards of conduct. The
Contractor shall immediately replace such an employee to maintain continuity of services at no additional cost to the Government.
6.2. Uniforms and Personal Equipment. The Contractor's employees shall wear clean, neat and complete uniforms when on duty. All employees shall wear uniforms approved by the Contracting Officer's Representative (COR). The Contractor shall provide, to each employee and supervisor, uniforms and personal equipment. The Contractor shall be responsible for the cost of purchasing, cleaning, pressing, and repair of the uniforms.
6.3. Neglect of Duties. Neglect of duties shall not be condoned. This includes sleeping while on duty, unreasonable delays or failures to carry out assigned tasks, conducting personal affairs during duty hours and refusing to render assistance or cooperate in upholding the integrity of the worksite security.
6.4. Disorderly Conduct. The Contractor shall not condone disorderly conduct, use of abusive or offensive language, quarreling, and intimidation by words, actions, or fighting. Also included is participation in disruptive activities that interfere with normal and efficient Government operations.
6.5. Intoxicants and Narcotics. The Contractor shall not allow its employees while on duty to possess, sell, consume, or be under the influence of intoxicants, drugs or substances which produce similar effects.
6.6. Criminal Actions. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These circumstances include but are not limited to the following actions: falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records; unauthorized use of Government property, theft, vandalism, or immoral conduct; unethical or improper use of official authority or credentials; security violations;
organizing or participating in gambling in any form; and misuse of weapons.
6.7. Key Control. The Contractor will not be issued any keys. The keys will be checked out from Post 1 by the COR on the day of service requirements.
6.8. Notice to the Government of Labor Disputes. The Contractor shall inform the COR of any actual or potential labor dispute that is delaying or threatening to delay the timely performance of this contract.
6.9 Personnel Security. After award of the contract, the Contractor shall provide the following list of data on each employee who will be working under the contract. The Contractor shall include a list of workers and supervisors assigned to this project. The Government will run background checks on these individuals. It is anticipated that security checks will take twenty-one (21) days to perform. For each individual the list shall include:

7. Schedule:
The contract period of performance for the base year will be from contract award for twelve months and an additional 3 one year options.
Work shall be performed Monday through Thursday between the hours of 8:00 AM and 5:30
PM and on Friday between the hours of 8:00 AM and 1:00 PM. Any proposed changes to an approved schedule must be submitted to the COR in writing and are not finalized until approved. No work shall be done on weekends or holidays (local or government).

9. INSURANCE REQUIREMENTS
9.1. Personal Injury, Property Loss or Damage (Liability). The Contractor assumes absolute responsibility and liability for any and all personal injuries or death and property damage or losses suffered due to negligence of the Contractor’s personnel in the performance of this Contract
The Contractor’s assumption of absolute liability is independent of any insurance policies.
9.2. Insurance. The Contractor, at its own expense, shall provide and maintain during the entire period of performance of this Contract, whatever insurance is legally necessary. The Contractor shall carry the following minimum insurance:

* The law does not provide a specific amount but it does provide calculation methods.
This is in accordance with the article 61 through 65 of the Gabonese law “Code de Sécurité Sociale”. The actual amount to be paid will depend on the salary earned. For that purpose, all contractors shall provide a proof that they are in line with the regulation by providing the document delivered by the “ Caisse Nationale de Sécurité Sociale”: the “Attestation pour soumission”
10. QUALITY CONTROL
Quality Control: The contractor shall develop and maintain an effective quality control program and maintain all local certification related to safe drinking water legal requirement. Likewise, the contractor shall maintain environmental laboratory accreditation to ensure services are performed in accordance with this statement of work. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program (QCP) is the means by which he assures himself that his work complies with the requirement of the contract. Within 30 days after the contract award, a written document describing the QCP shall be submitted to the Contracting Officer (CO) and Contracting Officer’s
Representative (COR). The written documentation describing the QCP shall be concise and not exceed three pages. After acceptance of the QCP the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
11. QUALITY ASSURANCE / QUALITY CONTROL (QA/QC) REPORTING:
QA/QC reporting: Appropriate QA/QC reporting regarding provided analytical results needs to be communicated to the COR on an agreed to basis. QA/QC reporting should document that the selected laboratory’s QA/QC procedures were acceptably implemented. The occurrence of any QA/QC concerns that may have affected the reported analytical results must be communicated.
12. TRANSITION PLAN
Within 30 days after contract award, the Contracting Officer may ask the contractor to develop a plan for preparing the contractor to assume all responsibilities for water testing services. The plan shall establish the projected period for completion of all clearances of contractor personnel, and the projected start date for performance of all services required under this contract. The plan shall assign priority to the selection of all supervisors to be used under the contract.
13. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The
QASP provides a method for the Contracting Officer's Representative (COR) to monitor
Contractor performance, advise the Contractor of unsatisfactory performance, and notify the
Contracting Officer of continued unsatisfactory performance. The Contractor, not the
Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.

All required services are performed and no more than three (3) customer complaints is received per month.
13.2. Surveillance. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action. The Government performs surveillance to determine if the contractor exceeds, meets or does not meet these standards.
13.3. Standard. The performance standard is that the Government receives no more than three
(3) customer complaints per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.
13.4. Procedures.
19.4.1. If any Government personnel observe unacceptable services, either incomplete work or required services not being performed, they should immediately contact the COR.
13.4.2. The COR will complete appropriate documentation to record the complaint.
13.4.3. If the COR determines the complaint is invalid, the COR will advise the complainant.
The COR will retain the annotated copy of the written complaint for his/her files.
13.4.4. If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
13.4.5. The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
13.4.6. If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
13.4.7. The COR will consider complaints as resolved unless notified otherwise by the complainant.
13.4.8. Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the
Contracting Officer for appropriate action under the Inspection clause.
13.4.9. The government has the right to inspect all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The government shall perform inspections in a manner that will not delay the work.
13.4.10. If any of the services do not conform to contract requirements, the government may require the contractor to perform the services in conformity with contract requirements and at no increase in cost. If the contract requirements are not met after a second attempt the government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.
