About this file
This document is a Justification and Approval (J&A) for a contract extension for Acquisitions Professional Support Services at the Foreign Service Institute (FSI) of the Department of State. The J&A seeks to extend the current interim contract 19FS1A23F0032 with Daniel Eke and Associates for an additional 6 months while completing the re-compete source selection process. The critical support services will enable the Acquisitions office to continue contracting operations that support FSI's mission of training and developing State Department personnel worldwide.
The contract is being processed as a HUB-Zone set-aside to be competed on GSA Multiple Award Schedules (MAS), with market research already completed and capability statements reviewed. The Contracting Officer has determined the anticipated pricing to be fair and reasonable based on established GSA MAS price lists, prior competition, and the government's independent cost estimate. The anticipated award date for the competitive solicitation is targeted for April 2025, with the current extension providing continuity of services during the source selection process.
