About this file

This document is a Justification and Approval (J&A) for an interim contract extension with Daniel Eke and Associates for HR Professional Support Services at the Foreign Service Institute (FSI). The Department of State seeks to extend the current contract 19FS1A23F0031 for up to 6 additional months while completing source selection for a re-compete of HR professional support services.

The critical support services include human resources specialists providing classification and organizational design expertise, with roles focusing on position classification for Civil Service and Foreign Service employees, and advising on conduct, suitability, and discipline issues. The contract is being awarded under FAR 6.302-2 for "unusual and compelling urgency" because the HR office currently lacks full-time classification specialists. The acquisition strategy involves a HUB-Zone set-aside to be competed on GSA Multiple Award Schedules, with an anticipated award date in August 2025. The Contracting Officer has determined the pricing will be fair and reasonable based on established GSA pricing and prior competition.
