Section C- Descriptions/Specifications/Statement of Work

1. Performance Work Statement

1.0 Introduction

1.1 The Department of State’s Foreign Service Institute (FSI) has a requirement to Support a role playing exercise for Day Five of Foreign Affairs Counter Threat (FACT) Training. The Department of State’s Foreign Service Institute (FSI) provides training and pro-fessional development to civilian personnel of the Department of State and the foreign affairs community. The Political Training (POL) Division of the School of Professional and Area Studies (SPAS) at FSI prepares members of the foreign affairs community to serve safely and effectively in political and political/economic sections of U.S. missions overseas and in policy oriented positions in Washington. POL’s FACT Course Coordinator ensures close coordination between the Bureau of Diplomatic Security (DS) in devel-oping the FACT course curriculum and execution of the FACT final training exercise.

1.2 FSI and DS have collaboratively developed security- and scenario-based training exercises to be held on the final day of the weeklong Foreign Affairs Counter Threat (FACT) course. This day-long series of exercises is the practical application of essential in-formation, skills, and experiences learned during the week-long course so that students may achieve optimum security while advan-cing the foreign policy objectives of the United States overseas. The exercise is offered at the DS Interim Training Facility (ITF) in Summit Point, West Virginia, and is expected to transfer to the Foreign Affairs Security Training Center (FASTC) at Fort Pickett, Vir-ginia during 2019.

1.3 To achieve core foreign policy and national security goals, the USG provides its personnel with the knowledge and skills to better prepare them for living and working overseas. The course provides its participants with the practical skills necessary to recognize, avoid, and respond to potential threats against USG personnel and USG interests.

2.0 General Scope

2.1 Learning objectives. In accordance with the scenarios supplied to the Contractor by FSI, the Contractor must ensure that skilled role players and facilitators are available and familiar with the scenarios provided by FSI in advance of their participation in the train-ing exercises. The skilled role players and facilitators will play an important role in helping to ensure that participants meet the learn-ing objectives for day five of the FACT course, with particular emphasis on the learning objectives relating to leadership, cultural awareness, resiliency and team-building. The learning objectives for students in the scenario-based training exercises and follow-on discussion are as follows:

Day Five Scenario Objectives (both DS and FSI objectives):

• Apply appropriate planning to carry out official duties in a safe, secure and effective manner in complex and shifting environments.

• Assess more consciously how to balance mission and risk.

• Understand how good diplomacy promotes good security.

• Demonstrate leadership and teamwork in stressful and/or dangerous contexts with and without the presence of Diplo-matic Security (DS) personnel, and collaborate effectively with DS personnel when required.

• Respond to safety and security challenges and apply skills such as medical triage and react to contact.

• Recognize and demonstrate individual, group, and organizational security awareness.

• Communicate with an Operations Center.

2.2 Student body size. The FACT course student body varies in size from 108 to 216 students per week, organized in four to eight groups ranging from 20 to 27 students per group. During the summer months, the courses may be larger while during the winter months the courses may be smaller in size. The contractor should be prepared and able to support additional groups beyond the cur-rent capacity, or support a reduced student size should the requirement change.

2.3 Requirements. Each class will include scenarios at the DS Interim Training Facility (ITF) in West Virginia or the FASTC facility in Virginia. The materials required to support each scenario will be provided to the contractor by FSI.

2.4 Schedule. FSI and DS will offer the FACT course at least 42 weeks per year at the ITF in Summit Point, West Virginia or the FASTC at Fort Pickett, Virginia with the requirement for role players and facilitators for the final day of the five-day, Monday-Friday course. The number of groups per class may vary depending on student throughput. The exercises will make up one day of training.

The exercise normally is conducted twice a day, once in the morning and once in the afternoon. On occasion, additional sessions dur-ing the day are required. The period of performance for this contract shall be one year, with an option to extend four additional years.

2.5 Course resources. The Contractor shall coordinate the delivery of, and/or provide, the required role players and facilitators to con-duct a successful training program, including orientation and training of role players and facilitators.

3.0 Training Program Assessments

3.1 FSI conducts regular after action reviews and evaluations and will share feedback with the Contractor to ensure the quality of the role players and facilitators remains consistent.

4.0 Deliverables

4.1 The contractor will provide one of three role player packages depending on the size of the student body. FSI will provide one week (five business days, i.e. the OOB Friday the week before the subject FTX) notice as to which package will be required.

4.2 Course Offering Four Student Group Rate. As further detailed in paragraph 10.2, the contractor shall provide eight skilled role players; two facilitators/instructors; and one program manager for Four Student Group course offering as part of a session rate that supports at least two interactive training scenarios. FSI will direct the contractor on the setting for the scenario and the individual roles.

4.3 Course Offering Six Student Group Rate. As further detailed in paragraph 10.2, the contractor shall provide twelve skilled role players; three facilitators/instructors; and one program manager for Six Student Group course offering as part of a session rate that supports at least two interactive training scenarios.

4.4 Course Offering Eight Student Group Rate. As further detailed in paragraph 10.2, the contractor shall provide sixteen skilled role players; four facilitators/instructors; and one program manager for Eight Student Group course offering as part of a session rate that supports at least two interactive training scenarios.

4.5 As part of all rates, the Contractor shall provide life support for role players, facilitators and the project manager. They are re-quired to arrive the night before training begins. Life support shall include meals, lodging, and transportation. Travel is in accordance with the Federal Travel Regulation. The Contractor must provide all transportation for role players, facilitators and project manager, including between training facilities and lodging facilities as required. The normal training day is from 7:00 a.m. to 4:30 p.m., but may run from 6:00 a.m. until 5:30 p.m. in the busier summer months.

4.6 Additional personnel. The Contractor shall also be prepared to provide additional fully trained skilled role players and facilitators as requested. These personnel will not be part of the session rate; instead, the contractor shall provide a fully loaded rate for each ad-ditional skilled role player and/or facilitator.

5.0 Intellectual Property

5.1 The Contractor will adhere to professional copyright guidelines and restrictions, and follow U.S. Government and Foreign Service Institute procedures regarding copyright with respect to resources developed and used. The Contractor shall not be required, as a con-dition of the award of a contract or task order, to sell or otherwise relinquish to the United States any rights in technical data or intel-lectual property rights. The usual rule still applies; materials developed on USG time belong to the USG.

6.0 Place of Performance

8.0 Hazardous Material Information

8.1 Simulations, pyrotechnics, and blank ammunition will be used in the course of the program by the DS participants and DS trainers or subcontractors. In the unlikely event the Contractor may be required to handle pyrotechnics and other hazardous materials associ-ated with simulations in the conduct of the program, the Government will provide appropriate training, protective equipment, and safety instructions to the Contractor as required to safely and diligently perform under this contract.

9.0 Security

This evaluation will be considered in determining if an option year will be exercised.

Listed below are the performance metrics by which the Contractor will be evaluated in addition to the contractor’s adherence to Per-formance Work Statement (PWS) requirements. The Contractor must be considered successful in fulfilling the contract requirements in order to continue to be considered for future opportunities. To be considered successful the Contractor will score a minimum of four

(4) in all categories listed below. The Contractor will be evaluated using this scale (Poor 1- Superior 5).

5 - Superior:

Contractor routinely demonstrates outstanding understanding of PWS requirements for the awarded course segments and significantly exceeds performance standards. Contractor has exceptional strengths that significantly benefit the Government.

4 - Excellent:

Contractor demonstrates excellent understanding of PWS requirements for the awarded course segments and exceeds performance standards. Contractor has one or more strengths that significantly benefit the Government.

3 - Acceptable:

Contractor demonstrates acceptable understanding of PWS requirements for the awarded course segments and has an approach that meets performance standards. Contractor is an acceptable solution and has few or no strengths that benefit the Government.

2 - Fair:

Contractor routinely demonstrates shallow understanding of PWS requirements for the awarded course segments and approach.

1 - Poor:

Timeliness of Performance:

The Contractor must adhere to the deadlines specified by the COR/GTM with regard to providing training materials, delivering train-ing, and/or participating in debriefs with the course chair as outlined in the Task Order. The rating between1-5 will be formulated by the COR/GTM based on his/her observation and input from the Political Training Division leadership.

Business Relations/Customer Satisfaction:

The Contractor must provide effective customer service to the internal FSI clients of this contract – COR/GTM, and Political Training Division staff and students – per their duties in the PWS. The COR/GTM will use his/her expertise and general observance of interac-tions and customer service with FSI staff, and students. A rating between1-5 will be tabulated for this evaluation based on student feedback, FSI staff feedback, and COR/GTM observations. The COR/GTM’s observations will include timeliness of responses to in-quiries and requests within the scope of the contract and delivery of training.

Cost Control:

The Contractor must provide effective cost control within the contract award. A rating between 1-5 will be tabulated for this evalu-ation based on COR/GTM observations, including timeliness and correctness of billing/invoicing.

3. Data Rights

All materials developed by the Contractor and their associated Presenter(s) become the property of the Govern-ment; and the Contractor/Presenter(s) may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express permission of the Government. The contractor shall share a copy of all materials developed with the COR by email.

4. Quality Assurance

The COR/GTM (Contracting Officers Representative/Government Technical Manager) determines acceptability of services according to the Performance Work Statement (PWS) and performance metrics. The Government has the right to inspect and approve all services called for in orders issued under the BPA.

If the Contractor fails to perform the required services at an acceptable level as determined by the Supervisor/ GTM, either from a performance or professionalism standpoint, the Government reserves the right to terminate the BPA.

5. Technical Direction

The COR/GTM shall provide guidance regarding the interpretation of the Performance Work Statement.

The contractor is expected to carry out instructions received from the COR/GTM in a professional and timely manner. The Government will provide feedback to the contractor, at its option, as outlined in the Performance Work Statement. It is assumed that once the Contractor/Presenter receives instructions and/or feedback about how to perform the duties that they will implement such guidance into the delivery of the introductory module.

Should contractor performance not be adequate, the Government may terminate the agreement without discus-sion.

6. Government Provided Property

The Government will provide classroom space for the delivery of the module. All teaching materials, equip-ment, and supplies required by the contractor in support of module delivery must be included in the fully loaded firm fixed rate. Only with the prior approval and coordination with the COR/GTM, the Government may accomodate requets for audiovisual support (e.g., use of existing projector, computers, slide advancer, mi-crophone, etc.) at no additional cost to the contractor.

7. Description of Agreement

This will be a Blanket Purchase Agreement (BPA) with five ordering periods. This solicitation is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific BPA Calls detailing dates, tasks and schedules. The government may issue orders requiring services at multiple locations.

No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the Con-tracting Officer.

8. Purchase Limitation

There will be no limit to the number of Calls issued under the BPA; however, the individual BPA Calls will not exceed the Simplified Acquisition Threshold (SAT).

9. Extent of Obligation

There is no specific commitment by either party, until dates, task and schedule are mutually negotiated. BPA Calls will be issued under a BPA based upon the government's need and according to FSI's determination of what is most advantageous to the Government. FSI does not guarantee any minimum level of work under any resultant BPA.

10. Individuals authorized to purchase under the BPA

Only an FSI Contracting Officer may enter into agreement with the contractor through the issuance of a BPA Call. Only an FSI Contracting Officer can make modifications to the BPA or BPA Call through a modification.

Prior approval by the Contracting Officer and the technical representative of the program office for subcontract-ing is required and must be documented.

Neither the COR/GTM have the authority to make changes in this Performance Work Statement or in the terms and conditions of this agreement; any necessary changes are only made by the Contracting Officer in the form of a bilateral agreement. The Contractor is forewarned that the Government will not compensate any additional work performed by the contractor if it is not authorized in the BPA.

11. Contractors

Awarded offeror under this solicitation understand that they are self-employed contractors and not Government employees. As such, the Contractor is responsible for managing their taxes, health insurance, social security payments, etc. The Government will pay the Contractor based on the fully loaded firm-fixed price per session rate; the Contractor is responsible for paying their personal expenses. The government will pay no benefits un-der this agreement. Contractors will be issued a BPA Call that will detail the period of performance their ser-vices may be required. The award of a BPA does not necessarily mean that the government will make a BPA Call of services.

12. Termination of BPA Calls

If the government determines that the terms and conditions of the BPA or BPA Call are not adequately met, the government reserves the right to terminate for cause. Contracting Officer Representatives and Government Technical Monitors (when applicable) are responsible for monitoring contractor performance. Should they ob-serve that a contractor is failing to follow guidance, is unable to complete designated tasks, cannot work collegi-ally with colleagues, or is demonstrating any other unprofessional behavior; the GTM will advise the contractor and also notify the COR. The government may also terminate for convenience as determined by the govern-ment’s needs.
