• The contractor must submit a detailed scaffolding and logistics plan for approval prior to the start of work, including drawings, safety measures, and a schedule for installation and removal, adhering to Qualibat code 1412.
• The scaffolding on the Rue Armény side must be designed to accommodate the narrow pavement (approximately 80 cm wide) and the presence of public metal bollards, in conformity with Qualibat code 1412.
• The scaffolding will not be able to be accessed from the street and will only permit the removal of debris from the demolition via a “chute”, and the supply of new materials. This design must be considered in the conception and construction of the scaffolding. The worker access and egress to the scaffolding will be controlled and coordinated with the security services, in conformity with Qualibat code 1412.
• The contractor is responsible for obtaining all necessary permits for the installation of scaffolding on public property, including any required temporary removal or adaptation of bollards, and for the occupation of the public right-of-way, and in conformity with Qualibat code 1412.
6.3. DEMOLITION AND REMOVAL
Scaffolding must allow for the safe and efficient evacuation of demolition debris (including roof tiles, battens, flashing, and gutters) via a chute or similar system, with debris collected directly to the vehicle placed on the street at specific hours coordinated with the city of Marseille and be in conformity with Qualibat code 1112.
• The scaffolding must also serve as the delivery point for new roofing materials, with provision for safe hoisting and storage as needed.

INSTALLED ON THE FAÇADE TO
REMAIN VISIBLE WITH
CLEARVIEW
• The contractor must obtain all necessary permits to allow for the temporary parking of vehicles required for the delivery and removal of materials and debris. This includes coordination with city authorities for the partial closure of the road and the occupation of public space as needed.
• The contractor is responsible for all coordination with the City of Marseille and any other relevant authorities to ensure compliance with local regulations and to minimize disruption to traffic and pedestrians.
• Coordinating with U.S. Embassy telecommunications services for safe removal and reinstallation of antennas and electrical equipment on the roof. The Contractor shall provide safe access, adequate notice, and flexible scheduling to accommodate telecommunications personnel.
6.4. SECURITY AND SURVEILLANCE
• The scaffolding must be accessible during working hours via a secure ladder and must be secured after hours with an alarm system. The alarm system must be included in the contractor’s proposal and coordinated with a qualified subcontractor.
• The contractor must ensure that all security cameras installed on the façade remain visible and operational throughout the project to maintain surveillance of the site. (See photo)

• Weather Protection Plan
No less than fourteen (14) calendar days prior to mobilization, the Contractor shall submit a Weather Protection Plan for COR approval describing the methods, materials, and sequencing used to protect open or exposed roof areas.
The Plan shall identify the Contractor's daily weather-forecasting source ( Météo France ) and the thresholds that trigger protective action or work suspension.
• Temporary Roof Covering
The Contractor shall maintain on site, at all times once any portion of the roof covering is removed, sufficient waterproof tarpaulins, shrink-wrap sheeting, or an equivalent temporary roofing system rated for wind and rain exposure.
No roof structure shall be left without a weathertight temporary covering or completed permanent covering at the end of any working day, or during any period the crew is not actively working — regardless of progress against the schedule.
Temporary coverings shall be secured to withstand wind gusts of at least 40 km/h (Ref: Section 4.2) and shall be inspected daily and after any weather event before work resumes.
• Interior Protection
As local security will restrict access to the roof space in the Consular, the Contractor shall consult with the COR and security to make sur interior areas are sufficiently protected during works.
• Scaffolding and Site Drainage
The Contractor shall install temporary gutters, drip-catch systems, or diversion channels on scaffolding platforms to prevent uncontrolled runoff onto the Rue Armény pedestrian right-of-way or into the courtyard.
• Weather Monitoring and Work Stoppage
The Contractor shall monitor daily precipitation forecasts and shall halt any activity requiring the roof to remain open (tile removal, rafter work, membrane installation) with sufficient lead time to fully weatherproof exposed areas before rainfall arrives.
The COR retains stop-work authority whenever forecasted or observed conditions threaten the works or building interior, consistent with Section 4.7(C). No additional compensation or schedule extension shall be granted for stoppages caused by inadequate weather planning.
