QUESTIONS AND ANSWERS

Question 1: Manhole Covers CLIN007 : It was addressed that there will be no concrete demolition required and the grade sump cover will be retained.

If there will be no concrete demo, the Contractor must use the existing underground electrical conduit for leak detection and fuel monitoring system.

Answer 1: There shall be some minimal concrete work. As stated in 2.4 of the scope of work, the contractor shall replace the sump covers and provide new covers. The contractor shall be able to use the existing conduit for the leak detection system.

The scope of work has been updated in 2.6.3 to include minor masonry work required to install the manholes covers and leak detection wiring if the existing conduit cannot be used.

If additional masonry work is necessary, then this shall be part of a separate quote and purchase order approved by the Contracting Officer.

Question 2: You are asking to replace the manhole covers on the tanks with fiberglass covers.

It does not seem possible since your tanks are very old and do not have standard manholes. No manhole covers could adapt.

Answer 2: The manhole cover that is to be replaced is the cover from the pavement and not the cover connected to the tank. The cover on the tank is to be reused. Please see the revised description in 2.4 of the scope of work.

Question 3: Piping CLIN0005 : It was addressed that the Contractor must connect the PCC generator fuel (supply and return) lines to the Compound's fuel pumping system for continuous supply of fuel to its day tank prior to the start of tank lining work for Phase 1.

Please confirm the installation should include two (2) shutoff valves for the supply line and two (2) shutoff valves for the return line to isolate the supply and return piping.

Answer 3: One valve for supply and one valve for return line shall be sufficient. The scope of work has been updated in 2.2 to reflect this description. We require that the PCC day tank have a constant supply of fuel during construction.

Question 4: Piping is in direct contact with the tanks and not the manhole covers. This prevents us from answering one of your requirements. Indeed, you are requesting piping to be tested before the fuel is pumped, which is not possible.

Answer 4: There are methods to test the pipes once the tank is emptied. The Contractor shall provide its methodology to do so. If a leak is found after the tanks relining work, a study shall be performed on the fuel lines for further leak research and this shall not be included in this project. The scope of work has been updated accordingly in 2.3.
