Questions and Answers Solicitation # 19FR324Q0003 - Taxi Services
US Embassy Paris, France 20 December 2023
Question # 1: The company uses a dynamic pricing model with no yearly subscription or call/request fees, including for all federal contracts and with integrators who may be dispatching rides using our platform. With this in mind, can the US Mission France consider dynamic pricing? We can provide a modified price schedule with a line item breakdown of our model if acceptable.
Answer # 1: This solicitation only allows for fare pricing as set by the various prefectures in each department and stated on page 3, Section II Pricing, B. Price Schedule. This solicitation doesn’t not allow for dynamic pricing. Our contracts are for firm-fixed unit prices and under the terms of this solicitation we cannot consider dynamic pricing.
Question # 2: Can an estimated number of trips be provided for each location included in the RFQ (Paris, Lyon, Bordeaux, Marseille, Strasbourg, and Rennes)?
Answer # 2: It’s not possible to provide an estimate as there’s no way to predict from one year to the next what the requirements are for each location. However, we can state that the requirements for Paris are by far the most voluminous of all the locations.
Question # 3: Can an average trip length be provided to estimate trip costs? Or can example trip start and end points be provided by location? This would help provide a more accurate estimate.
Answer # 3: It’s not possible to provide average trip length for each location.
Question # 4: Does the US Mission France prefer a CBA or invoicing as the purchasing mechanism?
Answer # 4: Billing shall not be made via a centrally billed account but rather by monthly invoicing emailed to the Paris FMC Voucher Section in accordance with 652.232-70 Payment Schedule and Invoice Submission (Fixed Price) (Aug 1999) on page 34 of the solicitation.
Question # 5: Can vendors propose comparable alternative solutions and include exceptions/explanations for those solutions?
Answer # 5: Vendors are required to provide a response that meets the terms and conditions of the solicitation. If alternatives are proposed then an explanation showing how the alternate proposal meets the requirements of the RFQ is required as requested on page 38, Section 3, paragraph A.2. (6).
Question # 6: Is there an incumbent and if so, how much was the contract?
Answer # 6: The current contractor is G7 Taxi Company.
