About this file
This is a Questions and Answers (Q&A) amendment document for federal contract opportunity 19FM2026Q0008, which concerns exterior repainting and concrete repair works at the U.S. Embassy in Kolonia, Micronesia. The document addresses nine substantive questions from potential contractors regarding project scope, materials, timeline, and site conditions.
Key project details include a 100 working-day performance period that encompasses material delivery, with negotiation possible for any shortfalls. The highest painting height is approximately 4.2 meters on the Chancery Building exterior. Concrete repair areas are detailed in the Scope of Work Section II, with a two-coat, two-stage colored liquid waterproofing membrane to be applied to all surfaces. A staging area will be provided on-site per Section IX (Government-Furnished Property and Services). Foreign nationals are permitted subject to restrictions outlined in Sections G.4.0, G.5.0, and G.5.2. Paint specifications and technical data sheets are not provided; contractors must propose and submit paint specifications for government approval prior to work commencement. The document includes detailed architectural drawings and photographs of the perimeter wall, Chancery Building, CAC and Sally Port facilities, and utility buildings, showing areas requiring repainting and concrete repairs. Clearer photographs are available upon request from MRSSProcurement@state.gov during the solicitation period.
