About this file
This document is an Amendment (A001) to a Request for Quote (RFQ) for the U.S. Embassy in Tallinn, Estonia, modifying the original solicitation for a local SUV purchase. The amendment implements Executive Order 14173 and makes several key changes to the vehicle specifications, including reducing the warranty from 5 to 2-3 years, changing the engine power requirement to maximum combined engine of no less than 300kW, and adding a requirement for a wall box. The solicitation remains for a plug-in hybrid SUV suitable for Nordic climate conditions, with specific requirements such as metallic black color, four-wheel drive, automatic transmission, and various features like heated seats, parking assistance, and 360-degree camera.
The amendment also includes significant administrative changes related to federal anti-discrimination provisions, specifically noting that references to "gender identity" are no longer to be recognized, and removing certain System for Award Management (SAM) representation requirements. The U.S. Embassy is seeking to purchase a new SUV and trade in their current 2019 Toyota Land Cruiser GXJR V8, with the offeror responsible for all buyback costs. The procurement is a firm fixed-price contract with payment terms of 30 days after vehicle receipt, and no pre-payments will be made by the embassy.
