About this file
This is a Questions and Answers document for Solicitation No. 19DA2026Q0001 issued by the U.S. Embassy in Copenhagen, Denmark for gardening services. The document clarifies key aspects of the procurement without providing response deadlines, award dates, or pricing information.
The solicitation pertains to gardening services to be performed at the U.S. Embassy in Copenhagen, Denmark (not Washington, DC as one offeror mistakenly believed). The previous solicitation for these services was 19DA2020Q0001. Offerors are responsible for developing quotations based on solicitation information and observations from a scheduled site visit, as the U.S. Embassy cannot provide sketches or detailed diagrams of the outdoor premises due to security considerations. U.S. vendors may submit quotations; however, the successful contractor—regardless of nationality—must comply with all applicable Danish laws and regulations, including local business registration, tax requirements, and legally compliant invoicing. Offerors must address their plan to obtain all licenses and permits required by Danish law (referenced as DOSAR 652.242-73), or provide copies of locally required licenses and permits already in their possession. Failure to meet applicable local legal and tax requirements may result in delays in contract performance and payment.

SECTION 1 – THE SCHEDULE
CONTINUATION TO SF-1449
RFQ NUMBER 19DA2026Q0001
SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20
Citation: Paragraph 1 PERFORMANCE WORK
STATEMENT:
Question: Is it possible for you to send a sketch of the outdoor premises, so I can see how many trees and hedges etc. there are in the garden?
It is important for me to know when submitting a quotation.
Answer: The scheduled site visit was intended to provide offerors with the opportunity to view the outdoor premises and assess the scope of work, including the general layout and landscaping features, for quotation purposes.
Due to security considerations, the U.S. Embassy is unable to provide sketches, drawings, or detailed diagrams of the outdoor premises for the properties.
Offerors are responsible for developing their quotations based on the information provided in the solicitation and any information obtained during the site visit.

Question: Can U.S. vendors submit quotations for the U.S. Embassy’s gardening services solicitation, even with Danish licensing and invoicing requirements?

However, as the services will be performed in Denmark, the successful contractor—regardless of nationality—must comply with all applicable Danish laws and regulations, including local business registration, tax requirements, and legally compliant invoicing. Failure to meet applicable local legal and tax requirements may result in delays in contract performance and/or payment.
As specified in Section 3, Solicitation Provisions, Volume II – Technical Evaluation, Item 9 (Local Licenses and Permits), the offeror shall address its plan to obtain all licenses and permits required by local law (see DOSAR 652.242-73 in Section 2). If the offeror already possesses the locally required licenses and permits, a copy shall be provided.
