About this opportunity
The U.S. Department of State, through the U.S. Embassy in Copenhagen, is soliciting quotations for gardening and landscaping services under Request for Quotations (RFQ) No. 19DA2026Q0001. The services encompass lawn care, pruning, weeding, fertilization, planting, maintenance of flowerbeds and window boxes, and general landscape upkeep across a total service area of 15,875 square meters at two residential locations. Offerors must be registered in the System for Award Management (SAM) database and comply with all Danish business regulations, including obtaining a CVR number and meeting tax obligations, as referenced in DOSAR 652.242-73. The contract will be awarded to the lowest-priced technically acceptable offeror through a two-step evaluation process that assesses technical acceptability first, followed by price evaluation. Critical deadlines include January 12, 2026 at 12:00 local time for pre-quotation conference registration, January 20, 2026 at 17:00 local time for written questions, and February 11, 2026 at 17:00 local time for quotation submission to CopenhagenContracts@state.gov.
This is a full and open competition with no set-aside designation. The contract has a base performance period from May 1, 2026 through April 30, 2027, with four one-year renewal options and one six-month extension option, totaling a potential 5.5-year contract duration. The solicitation requires submission of multiple documents including SF-1449, pricing proposals, technical proposals, representations and certifications, IRS Form W-14 (Zadroza Act tax requirement), and proof of SAM registration; pricing must be submitted in Danish Kroner with 25% Value Added Tax applied separately. Key compliance requirements include FAR 52.222-50 anti-trafficking provisions with Housing and Recruitment Plans and NDAA 889(a)(1)(B) certification regarding covered telecommunications equipment. The Contracting Officer is Ryan D. Young, with Atle Klaebel serving as the Contracting Officer's Representative. The contract will be performed in Copenhagen, Denmark (2100 København Ø), with a mandatory pre-quotation conference and site visit on January 14, 2026, at which prospective offerors are strongly encouraged to attend, though they must arrange their own transportation.
