The contract requires a telecommunications provider to deliver comprehensive communication infrastructure, including 382 telephone extensions (starting from 06-612-2000), with full service continuity, infrastructure maintenance, and technical support. The performance period spans from November 2025 to October 2027, with the contractor responsible for providing all necessary equipment, maintaining an active telephone number pool, and ensuring prompt service resolution.

The SOW is a sole-source procurement issued under 41 USC 253(c)(1) and FAR 6.302-1, specifically targeting MTN Congo due to their unique qualifications and the inability to port existing telephone numbers to another network. Key performance standards include service reliability, timely technical support, and billing accuracy. The Embassy will accept the services based on operational telephone extensions, maintained infrastructure with redundancy, and minimal-delay technical support. The contract's points of contact are Contracting Officer Neal C. Norman and Contracting Officer's Representative Kouba Anderson E. G, with the contractor required to adhere to all Department of State security protocols while performing work on Embassy premises.
