About this file

This is a Questions and Answers document for Solicitation 19C02026Q0033, issued by the U.S. Embassy in Bogotá, Colombia for CMR Lift Interior renovation work. The document does not address pricing terms, response dates, award dates, or set asides.

The Q&A clarifies project scope and logistics for offerors. Key technical details include: the heater cover measurement correction from 35-38m to 17m; the second floor requires polish and lacquer to existing hardwood flooring with no replacement; the stair landing substrate is wood with existing adhesive residue requiring preparation work for fire-rated commercial carpet installation; library door relocation dimensions will be finalized after the lift contractor completes demolition work, with both contracts running in parallel and potential schedule pauses if dependencies delay progress. Offerors should obtain heater cover measurements and references from the provided floor plans and site visit documentation. The subfloor for the new stair landing matches conditions visible in the VIP Bedroom. The contracting office does not anticipate differing site conditions from information provided in the Statement of Work and site visit. Mandatory security background review for contractor personnel will execute before formal Notice to Proceed, with personnel authorization required before on-site project commencement. No supplementary site visits will be permitted beyond the originally scheduled walkthrough.

QUESTIONS AND ANSWERS

Question # 1. Given that access to the site visit list is closed, is there any possibility of a brief supplementary walkthrough for the one representative who was unable to attend, even outside the original scheduled time?

Answer No. 1. No, the only opportunity was the scheduled site visit.

Question No. 2. If a supplementary walkthrough isn't possible, could your team provide additional photographs or basic measurements of the following areas: the existing library door and its surrounding opening, the stair hall/lift landing area, the VIP rooms where the heater covers will be installed, and the existing hardwood flooring throughout the affected 63 square meters?

Answer No. 2. Attached the floor plan for measurement guidance. Please note that the final measurement of the heater covers needs to be updated to 17m, not 35-38m as stated in the SOW/CWE.

Question No. 3. Can you confirm the species and current finish/stain of the existing heritage hardwood flooring, so the refinishing work can be matched accurately without an in-person color/grain reference?

Answer No. 3. The first floor is not included in the project, and the second floor requires a polish and lacquer to the existing floor, no add o change of the floor.

Question No. 4. Since the library door relocation depends on a newly framed opening being created by the separate lift contractor's demolition work, can you clarify the process and timeline for confirming final dimensions once that demolition is complete — specifically, will updated as-built drawings or field measurements be issued to the awarded contractor before that phase of work begins?

Answer No. 4. As mentioned in the site visit, these two contracts will need to be parallel, one the new opening is finalized the contractor can take the final measurements on site and perform the requested work. Remember we can have paused timeframes within the schedule, if the activities that depend on the other contact delay the initial timeline.

Question No. 5. For the custom powder-coated heater covers, are there existing units, manufacturer cut sheets, or dimensional drawings available, or should offerors assume all dimensions will need to be field-verified after award?

Answer No. 5. The measurements can be taken from the floor plans provided. The reference of the heater covers was shown in the site visit.

Question No. 6. Regarding the new stair landing where fire-rated commercial carpet will be installed, can you confirm the existing subfloor/substrate condition (e.g., concrete, plywood, existing adhesive residue) so the flooring trade can price preparation work accurately?

Answer No. 6. Is wood, the same as you evidence in the VIP Bedroom, and due to the current carpet, Embassy of the United States of America

Bogotá D.C., Colombia

GSO/ Contracting Unit there is existing adhesive residue.

Question No. 7. Can you confirm whether the mandatory security background review for contractor personnel may begin prior to contract award, or only after, given the 5–8 week processing time referenced in the solicitation and its impact on the overall schedule?

Answer No. 7. This review will be executed before the formal NTP (Notice to Proceed). Once documentation and personnel have been authorized, we can formally start the project on site.

Question no. 8. If actual field conditions differ materially from what can be determined from the solicitation documents and photographs, can you confirm that the Differing Site Conditions clause (FAR 52.236-2) and the Equitable Adjustment provision would apply in the normal course, consistent with the solicitation's own terms?

Answer No. 8. Within the SOW and the site visit which provided a complete review and assessment of the site, there are not expected differing conditions from the provided information.
