QUESTIONS AND ANSWERS
Question No. 1. Quantity of Electrical Outlets: Section 4.7 of the Statement of Work indicates the installation of eight (8) new electrical outlets, while the quantity table in Attachment 2 (Section 10) indicates ten (10) units. Which quantity is correct to quote?
Answer No. 1. The required quantity is ten (10) units
Question No. 2. Required Guarantees and Bonds: Clause G.1.0 establishes a payment/performance guarantee of 50% of the contract value, but Section 7.2 breaks down independent bonds/policies that total 75% (Compliance 20%, Wages and Benefits 15%, Work Stability 30%, Civil Liability 10%). Is the 50% in Clause G.1.0 an overall cap that encompasses these bonds, or are all of them required independently and cumulatively?
Answer No. 2. The bond referenced in Clause G.1.0 and the information outlined in Section 7.2 are not required. Please refer to Clause G.2.1 for the applicable insurance policy requirements.
Question No. 3. VAT Calculation: Section A.1 indicates that VAT is invoiced as a separate line item on the total value, while the indirect costs table in Attachment 2 indicates "VAT (only on profit/markup)."
What is the correct method for calculating VAT for purposes of the proposal?
Answer No. 3. VAT calculation and applicability shall be in accordance with the corresponding DIAN (Dirección de Impuestos y Aduanas Nacionales) authorization governing such matters, as well as the specific tax regime to which the offeror belongs.
Question No. 4. Security Clearance Verification Timeline (RSO Namecheck) vs. Start of Work: The solicitation requires the start of work within 10 calendar days following the Notice to Proceed, but the personnel Namecheck process takes an estimated six (6) weeks and must be submitted seven (7) weeks before the planned start date. How is this timeline requirement reconciled with the actual duration of the vetting process? Is it possible to initiate the Namecheck process prior to formal contract award?
Answer No. 4. The Notice to Proceed will be issued upon the contractor's submission of the required insurance policies and personnel documentation.
Question No. 5. Anti-Corrosive Paint Volume: The color mix specification (Emerald Green 1 gal, Black 1 gal, White 3/4 gal) appears to correspond to a tint/sample recipe rather than the total volume required to cover the 1,000 m² of specified metal structure. Could you please indicate the expected coverage/yield per gallon or the total estimated volume needed?
Answer No. 5. The contractor is expected to calculate the amount of material required. This is fix firm price contract and we required the complete paint of the structure that is covering the approximate area of 1000m2 as well as the columns

Question No. 6. Work Schedule: The authorized working hours are 4:00 PM to 12:00 AM, Monday through Friday. For activities such as painting application (drying times) or work at heights requiring natural light, is there flexibility to work during daytime hours or on weekends for specific phases of the project, subject to COR approval?
Answer No. 6. Please refer to chapter 6 of the Scope of work (SOW) for required working times.
Question No. 7. Scope of Anchor System Recertification: Section 4.4 requests all repair necessary to recertify the fall-protection/work-at-heights anchor system, without an accompanying diagnostic report or prior inspection of its current condition. Is an inspection report available, or is the scope of repairs left to the offeror's discretion following their own assessment during the site visit?
Answer No. 7. The site visit has already been conducted by the offerors. Additionally, the Embassy attaches a report from the installer of the existing system, which will serve as reference information for the identification and quantification of the components currently comprising the fall protection/work-at-heights system. Nevertheless, the offeror shall be responsible for conducting its own diagnostic assessment and technical evaluation of the current condition of the system, and for determining all repairs, reinforcements, replacements, and/or upgrades necessary to obtain its recertification.
The offeror shall include in its Lump Sum price all activities and components necessary to perform the assessment, required corrective work, and final recertification of the system, ensuring compliance with Colombian Resolution 4272 of 2021 and the applicable standards established in the SOW, including ANSI Z359.1. The recertification shall be performed by a certified company with the participation of the qualified professionals required under the solicitation.
Question No. 8. Panel Overlap Over the Water Channel: The "current condition" drawing shows an existing overlap of 0.25 m, but the text only states that the new overlap must extend "beyond the current termination point," without specifying an exact measurement. Could you please indicate the minimum overlap measurement required for the new design?
Answer No. 8. The new panel overlaps over the water channel shall be 0.25 m minimum, measured beyond the current termination point.
Question No. 9. Is an advance payment being considered in this project?
Answer No. 9. No, as per US government regulations advance payments are not allowed.
Question No. 10. Is participation through Joint ventures or consortia acceptable?
Answer No. 10. Yes, it is accepted.

Question No. 11. Throughout the visit, Government representatives indicated that certain additional activities should be considered included within existing bid items. However, this approach may result in different interpretations among offerors regarding the scope of each pay item. Could you clarify?
Answer No. 11. All required activities for this solicitation are specified in chapter 4 of the scope of work (SOW), the contractor shall include the cost of all required activities for chapter 4 in the line items of the quantity chart for bidding.
Question No. 12. We respectfully request the publication of an official schedule identifying the quantities associated with the additional work activities observed during the site visit.
Answer No. 12. Please refer to answer No. 11.
Question No. 13. We respectfully request that the Government reconsider the current requirement for demonstrating 5,000 square meters of relevant roofing experience and reduce this threshold to 1,000 square meters.
Answer No. 13. Please refer to chapter 9 of scope of work for required evaluation factors for this solicitation.
Question No. 14. We respectfully request that the Government consider authorizing construction activities during weekends, federal holidays, Embassy closure days, or other periods in which normal operations are reduced, subject to Government approval and security requirements.
Answer No. 14. Please refer to chapter 6 of the Scope of work (SOW) for required working times.
Question No. 15. Is the existing primary support structure (columns, beams, purlins) galvanized steel, or is it bare/painted structural steel? This determines the surface preparation approach described in Section 4.5.
Answer No. 15 The existing primary support structure, including columns, beams, and purlins, is painted structural steel (non-galvanized). Surface preparation and coating shall be performed in accordance with the requirements specified in Section 4.5 of the SOW.
Question No. 16. Could the Embassy confirm the number of existing fall-protection anchor points on the Visa Patio structure, and indicate whether each is affixed to a concrete element or to a metal structural member (column or beam)? If as-built or safety drawings showing anchor locations are available, we would appreciate receiving them, as this will inform the recertification scope required under Section 4.4.
Answer No. 16. Please refer to Attachment 1 – Works at Heights, which contains the available design information and structural calculations for the existing Visa Patio lifeline system, including details of the existing metallic support configuration and connection. The existing lifeline supports are connected to the metal structural system. The attachment is provided as reference information for the offeror’s evaluation of the existing system. The offeror shall verify in the field the quantity, location, spacing, and current condition of all existing anchor points and lifeline components, based on Attachment 1, the conditions

This verification shall form part of the diagnostic assessment required to determine all repairs, replacements, reinforcements, and upgrades necessary for final recertification in accordance with Section 4.4 of the SOW.
Question No. 17. Are structural drawings of the existing roof frame available beyond the elevations/sections included in the solicitation (Sections BB’ and CC’)? A dimensioned plan view would allow us to prepare a more precise load-bearing assessment.
Answer No. 17. No further drawings are available
Question No. 18. We respectfully request that the detailed construction schedule be required only from the successful offeror after contract award, rather than as part of the initial proposal submission.
Answer No. 18. A detail schedule of the project execution is required as part of the bidding process for this solicitation.
Question No. 19. We respectfully request that the Government issue an official Site Visit Clarification Memorandum, or a similar written document, summarizing all technical clarifications, instructions, questions, answers, and observations provided during the site visit conducted on July 30, 2026.
Answer No. 19. As discussed during the site visit, the official Questions & Answers document will include all questions submitted along with their corresponding answers. This document will be posted on SAM.gov.
Question No. 20. Is this possible to have access to the following information:
• Roof gutter and rainwater drainage system details.
• Sections and construction details showing roof-to-wall interfaces and other critical connections.
• Roof fastening and attachment details.
• Existing material specifications and thicknesses.
• Drawings or layouts identifying lighting fixtures, loudspeakers, cameras, wiring, utilities, and other components requiring temporary removal or protection.
• Any additional technical documentation necessary to fully understand the existing conditions and project scope.
Answer No. 20. No additional drawings or layouts will be provided due to security restrictions. Available information regarding the column foundation system will be provided to the awarded Contractor, as necessary for execution of the structural work.
Question No. 21. Section 4.6 specifies an overall panel thickness of 50mm for the UVPVC sandwich panels but does not specify a minimum facing (skin) thickness for the UPVC layers. Please confirm whether a minimum facing thickness is prescribed, or whether this is left to the contractor’s proposed

Answer No. 21. The accepted required roofing system be a 2-inch-thick insulated metal sandwich panel with high-density polyurethane (PUR/PIR) core and metal facings, from a certified manufacturer such as Metecno, Kingspan, Isopan, Ternium, or approved equivalent. The proposed system shall meet the UV resistance, high-impact performance, and all other applicable requirements of the SOW. The final color will be determined by de COR upon contract award.
Question No. 22. What is the mounting height of the existing luminaires above finished floor level?
Answer No. 22. Please refer to section drawings of chapter 4.6 for required height
Question No. 23. Will the new luminaires operate at 110V or 220V? The solicitation includes a technical data sheet for an LED driver rated for 120–277 Vac input and 65W maximum output; please confirm whether this corresponds to the fixture type and quantity (38 units) referenced in Section 4.7, or if a separate luminaire cut sheet should govern.
Answer No. 23. The voltage of the lights at the Visa Patio is 277 volts.
Question No. 24. What is the approximate length of the new electrical feeder (acometida) run from the AC panel/tablero to the farthest fixture, for the purpose of estimating conduit and wire quantities?
Answer No. 24. The approximate length of the new electrical feeder run from the AC panel to the farthest fixture is 85 linear meters. Final routing and quantities shall be field-verified by the Contractor.
Question No. 25. May the contractor designate a laydown/staging area within Embassy premises for new material storage and for removed material pending certified disposal, or must all material be staged off-site?
Answer No. 25. Yes, laydown area can be used in inside compound. The contractor is expected to construct a temporary camp in the designated area.
Question No. 26. Are sanitary facilities required to be provided by the contractor (e.g., portable units), or may Embassy restroom facilities be used by contractor personnel during working hours?
Answer No. 26. Compound restroom facilities can be used by the contractor. The contractor is responsible for the cleaning during the shift works.
Question No. 27. Will the Embassy provide temporary construction power and water for the duration of the works, or must the contractor supply independent sources?
Answer No. 27. The USG will provide utility services. The contractor is required to provide its own connection cables and water fixtures from point provided by the USG

Question No. 28. Could the Embassy provide the exact areas (m²) of roof to be replaced under Section 4.6 versus areas to remain in place and receive maintenance/anticorrosive treatment under Section 4.5, ideally marked on a plan?
Answer No. 28. Approximate area for replacement 1000m2. Approximate area for cleaning but not replacing 1000m2
Question No. 29. Section 4.5 describes the maintenance scope for retained roof sections (visual/technical inspection, surface preparation, and anticorrosive coating per the specified Pintulux system). Please confirm this is the complete maintenance scope or advise if additional work items apply.
Answer No. 29. The scope described in Sections 4.5 and 4.6 includes the maintenance and corrective work necessary to leave the retained roof sections and their supporting elements in good condition and fully functional. Based on the required visual and technical inspection and existing field conditions, the Contractor shall perform necessary repairs to deteriorated components, including replacement of damaged or corroded fasteners, repair of deficient welds or connections, sealing of joints and penetrations, and repair or replacement of deteriorated purlins or secondary structural elements, as required. The intent is to deliver a complete, safe, watertight, and fully functional roofing system. These activities shall be included in the Lump Sum price.
Question No. 30. Section 4.6 specifies a gutter cross-section of 0.45 x 0.10 m but does not indicate the total linear length of new gutter required. Could the Embassy confirm the approximate development (length) of gutter to be supplied and installed, and the required material specification (e.g., prepainted aluminum, galvanized steel)?
Answer No. 30.
Please see drawings attached in the SOW; however, the Contractor shall verify the final quantity in the field based on the existing gutter configuration and actual site conditions. The Contractor shall replace all existing gutters associated with the roof areas to be replaced, as required under Section 4.6 of the SOW.
The required gutter cross-section shall be 0.45 m × 0.10 m. The new gutter shall be fabricated from galvanized steel sheet with a corrosion-resistant finish suitable for exterior exposure gauge 16. The Contractor shall include all required supports, joints, connections, sealants, waterproofing components, and accessories necessary to provide a complete, watertight, and fully functional drainage system. The canals area located in each of 5 axes from 1-5 and located between axes A’ and D. each column represents a gutter.
Question No. 31. During the site visit held on July 30, 2026, Embassy representatives indicated that each offeror should propose its own design, materials, and specifications for the new roof system to be supplied and installed. Absent a common baseline design, dimensions, and technical specifications furnished by the Embassy, offerors may submit substantially different alternatives in terms of materials, Bogotá D.C., Colombia
GSO/ Contracting Unit dimensions, and construction system, which would prevent a consistent technical and cost evaluation basis across proposals. We therefore respectfully request that the Embassy provide the design drawings for the new roof (referenced as included in the original solicitation) in plan view, showing panel layout, gutter routing, and luminaire placement, so that all offerors work from the same design baseline, quantities, and materials when preparing their pricing, ensuring a fair competitive basis and a comparable technical and cost evaluation among proposals. Alternatively, should the Embassy intend to preserve design flexibility for each offeror, we request that a set of mandatory minimum technical characteristics (salient characteristics) be published — for example, total roof area and development to be intervened, minimum panel performance specifications, gutter section and material, and luminaire quantity/location
— so that a common technical basis exists for evaluation, even where offerors propose different systems or manufacturers.
Answer No. 31. The Embassy confirms that offerors may propose their own certified manufacturer and technically compliant roofing solution; however, all proposals shall comply with the minimum technical, dimensional, and performance requirements established in the SOW and these clarifications. The existing roof geometry, dimensions, slopes, and structural configuration shall be maintained as the design baseline.
No additional design drawings will be issued. Required shop drawings, technical data, and structural calculations shall be submitted by the Contractor for COR approval.
Question No. 32. What type of solicitation is this? (e.g., Invitation for Bids [IFB], Request for Proposals [RFP], or Request for Quotations [RFQ]?)
Answer No. 32. This is an RFQ.
Question No. 33. Is it acceptable to propose a performance period exceeding 120 calendar days?
Answer No. 33. Not acceptable
Question No. 34. Does the term "calendar days" refer to consecutive days (including weekends/holidays) or working days from Monday to Friday?

Question No. 36. Does Block 13.b refer to a Bid Guarantee/Bond? The alternatives provided are "NO" and "NOT REQUIRED"; please clarify to facilitate our decision-making process.

Answer No. 39. RSO procedures as well as the times are internal information. The estimated time was included in the solicitation package.
Question No. 40. In what manner shall the Contractor guarantee compliance with the provisions of
DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE?
Answer No. 40. In the ways dictated by the Colombian government.
Question No. 41. Regarding Colombian tax and accounting regulations: If the project is classified as a service, a 19% Value Added Tax (VAT/IVA) applies to all estimated direct costs. Conversely, if it is classified as a civil work for the technical retrofitting of the canopy roof and structural steel optimization, the VAT applies solely to the estimated PROFIT (Utilidad) within the AIU component (Administration, Contingencies, and Profit), where the AIU is calculated over the estimated direct costs. Accordingly, our proposal would include the estimated AIU within the total project direct costs, and the VAT corresponding to the estimated profit would be listed separately. Does the Embassy foresee any issue or conflict with this accounting interpretation for proposal evaluation?

Question No. 42. Throughout the Statement of Work (SOW) issued by the Bureau of Overseas Buildings Operations (OBO) Bogotá, whenever it states "the Contractor shall submit": Is it understood that these deliverables apply exclusively to the selected contractor during contract execution, and are not requirements for proposal submission, except for those explicitly requested under Section 9
EVALUATION FACTORS (TECHNICAL AND ADMINISTRATIVE)?
Answer No. 42. Correct. The contractor is also expected to submit a detail proposed working schedule for the technical evaluation of proposals.
Question No. 43. What are the designated access routes and gates for construction personnel, materials delivery, and heavy equipment? (Merged from General Conditions).
Answer No. 43. Post 1 and Post 2 are the access points for this projects. The day to day access coordination shall be discussed with the COR for the awarded company.
Question No. 44. Where exactly will the temporary staging area for field offices, construction trailers, and material storage laydown be located within the compound? (Merged from General Conditions).
Answer No. 44. The staging area will be within the visa patio of triangle parcel by post 1. The contractor is expected to submit a stating plan for COR approval upon contract award.

Question No. 45. Will the contractor and its personnel be permitted to use the facility’s existing sanitary facilities, or must the supply of temporary portable/dismantlable units be factored into the cost estimation?

Question No. 46. Is the entry of mobile phones, digital cameras, and/or laptop computers permitted for work execution and QA/QC documentation by the contractor’s laborers and professional personnel?
Answer No. 46. No picture taking is allowed for any contractor. The phone and laptop entrance will be under explicit RSO approval. The USG reserves the right to not allow electronic equipment entrance into the compound.
Question No. 47. Which specific areas within the project scope must remain fully operational for the public during construction, and what physical safety measures (e.g., overhead protection, debris netting) must be implemented to ensure user protection? (Merged from General Conditions).
Answer No. 47: The Consular/Visa Patio must remain operational and accessible to the public throughout construction. Work shall be performed in phases and coordinated with the COR and Consular operations to minimize disruption. The Contractor shall provide all necessary temporary safety barriers, fencing, warning signage, and protective measures to maintain safe pedestrian circulation and protect the public and adjacent facilities. Additional protection, including overhead protection or debris containment, shall be provided as required by the Contractor’s approved safety and risk assessment for each phase of work.
Question No. 48: What specific operational constraints, shift limitations, or noise restrictions exist due to ongoing daily consular and visa operations? (Merged from General Conditions).
Answer No. 48: The visa patio shall be usable at all times
Question No. 49: Where will removed materials and demolished roofing be temporarily staged prior to final disposal? (Merged from General Conditions).
Answer No. 49: The contractor is required to remove all debris upon dismantling. A temporary space will be designated by post 1. The debris cannot remain for more than 24 hours in the compound prior its certified disposal.
Question No. 50. Which egress routes and corridors will be designated for debris removal and construction waste hauling? (Merged from General Conditions).
Answer No. 50: Post 1 and Post 2 are the access points for this projects. The day to day access coordination shall be discussed with the COR for the awarded company.
Question No. 51: Are there specific environmental certification requirements or manifests required to validate the lawful disposal and final deposition of construction waste? (Merged from General Conditions).
Answer No. 51: Certifications as part as Colombian law environmental regulations.
Question No. 52. Where will Personal Protective Equipment (PPE) storage lockers and first-aid/emergency medical stations be located or permitted on site? (Merged from General Conditions).
Answer No. 52. The contractor is expected to construct the temporary camp which must include all safety and security elements as per safety local regulations.

Answer No. 53. No local permit required for construction. Certified disposal is required as part of this solicitation.
Question No. 54. If electrical power outages/shutdowns are required to execute critical work, is it feasible to schedule and coordinate them directly with the COR?
Answer No. 54: Yes, this coordination shall be discussed with the COR
Question No. 55: Is it correct to understand that the Mobilization/Notice to Proceed (NTP) and commencement of work must occur within the first ten (10) calendar days of the minimum proposed performance period of one hundred twenty (120) calendar days?
Answer No. 55. It is incorrect. The notice to proceed will be issued once the awardee submit the required documentation/ information to start the work.

Answer No. 57: The approximate roof area is 1,000 m². All dimensions and quantities are approximate and shall be field-verified by the Contractor. The Embassy is not aware of any significant discrepancies between the existing conditions and the provided drawings. The area for conapy cleaning additional to the replacement is 1000 approximately.
Question No. 58: Are there site-specific environmental conditions that may impact execution (e.g., ambient humidity thresholds for coatings application, micro-drainage issues, or concurrent work/trade constraints within the courtyard)? (Merged from General Conditions).

Given that there is an interim period between "Substantial Completion" and "Final Acceptance/Completion" during which the turned-over spaces will be occupied: Must the contractor bear the costs and responsibility for repairing any damages caused by end-users in areas that have already received Substantial Completion?
Answer No. 65. . No. The Contractor is responsible for correcting defects or damages attributable to its work. Damage caused by end-users after Substantial Completion is not the Contractor’s responsibility.
Question No. 66. Are phased or partial "Substantial Completions" and/or "Final Completions" contemplated per individual area or space according to the project scope?
Answer No. 66. No. Phased construction is required to maintain Consular operations; however, Substantial Completion and Final Completion will apply to the project as a whole.

Mechanical/power-tool cleaning or other manufacturer-approved methods may be used where suitable. Abrasive blast cleaning is not mandatory for all surfaces but shall be used where required by the coating manufacturer or existing surface conditions.
Question No. 77. Acknowledging that the degree of translucency and color of the high-performance 50 mm UVPVC sandwich panels impacts procurement costs: Has a definitive specification or standard been established regarding these parameters?
Answer No. 77. Approximately 25% of the roof area shall be translucent and 75% shall consist 2-inch-thick insulated metal sandwich panel with high-density polyurethane (PUR/PIR) core and metal facings, from a certified manufacturer such as Metecno, Kingspan, Isopan, Ternium, or approved equivalent..
Translucent panels shall provide diffused natural light and UV protection. Final color and appearance shall be subject to COR approval based on submitted samples.

Roofing panels shall be from a certified manufacturer (e.g., Metecno, Kingspan, or approved equivalent). Waterproofing, fasteners, and accessories shall be compatible with the proposed roofing system and subject to COR approval.
